This issuance also allows for closure activities in cells 2-6. This PTO/PTC expires April 29, 2017; permit review required no later than November 1, 2016. PURPOSE OF SITE VISIT: Partial Inspection STATUS OF PAST NOTED VIOLATIONS: Not Applicable OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Leachate is treated by a package waste water treatment plant and newly constructed reverse osmosis system and discharged to surface waters. Facility Grounds and Structures 1. The signage at the entrance is as required. 2. The waste type in the landfill was as permitted. No unacceptable waste streams were noted. 3. Asbestos waste is being disposed of and covered upon receipt in an area designated for that activity. 4. The scrap tire area is well managed. All tires go directly into covered trailers upon receipt. 5. Concrete, wood, sheetrock, metal, carpet, and other recyclables are processed in the Construction and Demolition recycling area. 6. All white goods are placed on the concrete pad, where gas extraction is done by Omnisource. After extraction, the appliances are hauled for recycling. 7. No problems were noted with those monitoring wells viewed.
