Box 1067 Lexington, NC 27293 Re: Seep Release Results Davidson County Midway Convenience Center Davidson County DIN 26967 Dear Mr. Buck: The Solid Waste Section has completed a review of the Seep Release Results report dated November 2, 2016 (DIN 26966) and submitted on behalf of Davidson County by Smith Gardner, Inc. for the Davidson County Midway Convenience Center. The report was submitted in response to an email dated August 11, 2016 requiring a sampling plan to evaluate potential leachate releases from containers at the convenience center and the approved Leachate Response Plan (DINs 26698 and 26699). Subsurface soil sampling was conducted on September 8, 2016 and October 7, 2016 to evaluate the extent of the potential environmental impacts from the release. The soil samples were analyzed for Appendix I constituents. Based upon the initial sampling results from September 8th, elevated concentrations of inorganic constituents were detected. On October 7th, approximately 4.5 feet of soil was excavated in both of the S-1 and S-2 locations, and a second round of subsurface soil samples were collected on the same day after the excavation. The analytical soil results indicated no volatile organic compounds exceeded the Preliminary Soil Remediation Goals (PSRGs). However, cobalt, thallium, and vanadium were detected above their Preliminary Soil Remediation Goals (PSRGs) for the Protection of Groundwater and the Residential Health Based in all of the soil samples including the background soil sample. As a result, based upon the soil assessment conducted at the convenience center, no additional environmental assessment associated with these potential leachate releases is required at this time.
