Subject: Alternate Source Demonstration for Total Metals in Groundwater White Oak Landfill Haywood County, North Carolina Facility Permit Number 44-07 BLE North Carolina Business License C-1538 BLE Project Number J16-1957-58 Dear Mr. Vail: As authorized by Santek’s acceptance of our Proposal Number P16-0725 dated August 25, 2016, Bunnell-Lammons Engineering, Inc. (BLE) has completed the tasks required for this project. The purpose of the scope of services was to determine if total metals detected in the site’s groundwater are the result of processes other than landfill operations and to prepare a report of the findings. The enclosed report describes the work performed, documents the evaluation, and provides conclusions and recommendations for the project. BACKGROUND INFORMATION The White Oak Landfill (WOLF) site is located in Haywood County, North Carolina, approximately twelve miles north of the city of Waynesville on White Oak Road at exit 15 of Interstate 40. The county owns an active Subtitle D municipal solid waste (MSW) landfill and a construction and demolition (C&D) landfill on the subject site. An existing land clearing inert debris (LCID) disposal area is also present on the site. We understand that a contract for the operation and management of the subject landfill has been awarded to Santek by Haywood County. Those responsibilities include semi-annual water quality monitoring, reporting, and environmental compliance. The water quality monitoring system for the Subtitle D lined MSW landfill currently consists of eleven groundwater monitoring wells including two upgradient (MW-11S and MW-11D) and nine downgradient wells (MW-1A, MW-2, MW-2D, MW-3r, MW-3Dr, MW-4A, MW-8, MW-16, and MW-17). Additionally, there are four surface water monitoring points (SW-1, SW-2, SW-3, and SW-5), and a leachate lagoon sampling point (Leachate). The C&D landfill, which is located on the same property, is monitored by one upgradient well (MW- 14), one downgradient well (MW-15), and two locations for surface water monitoring (SW-6 and SW-7). Alternate Source Demonstration for Total Metals in Groundwater October 26, 2016 White Oak Landfill - Haywood County, North Carolina BLE Project Number J16-1957-58 2 Sampling and laboratory analyses for the landfill is performed by a laboratory under direct contract with Santek. The statistical analysis of the water quality data and reporting has been performed by BLE from 2007 to the present. The North Carolina Department of Environmental Quality, Division of Waste Management (DWM) reviewed groundwater monitoring data for the subject site and issued a letter (dated August 8, 2016) to the facility. The DWM letter stated that concentrations of inorganic constituents (later identified as total metals) have been detected in groundwater monitoring wells at the facility at concentrations which exceed the groundwater standards established in North Carolina Administrative Code (T15A NCAC 02L .0202) [2L Standards]. The letter requires that the landfill operator 1) initiate an assessment monitoring program at the facility or 2) demonstrate that the 2L Standard exceedances have been caused by a source other than the landfill as specified in the North Carolina Solid Waste Rules (T15A NCAC 13B .1633(c). This type of demonstration is commonly referred to as an alternate source demonstration (ASD). It is the opinion of Santek and BLE that the detected concentrations of total metals are most likely naturally occurring and therefore originate from an alternate source. We have discussed (via email) the regulatory requirements for the subject site and shared historical metals data with Mr. Ervin Lane of the DWM. Mr. Lane suggested that we address alternate sources and alternate groundwater protection standards for metals in one report. Additionally, Mr. Lane has indicated that the DWM has revised their policy regarding ASD content where field data such as soil samples may be used as evidence of an alternate source. Furthermore, if it can be demonstrated that metals are naturally occurring, the proposal of alternate groundwater standards for metals without MCLs is not required. SCOPE OF SERVICES PERFORMED & RESULTS Laboratory Analysis of Soil Samples BLE completed a Design Hydrogeologic Report (DHR dated September 28, 2016; BLE Project J16- 1957-51) for expansion of the MSW facility into the Phase 4 and 5 areas. These areas are undeveloped and have not been impacted by landfill operations. Seven (7) borings were performed by BLE in or near the Phase 5 expansion area and soil samples were collected as part of the design hydrogeologic investigation. On September 1, 2016, BLE selected one soil sample from each boring from depths in or near saturated zone for analysis of Appendix I total metals by EPA Method 6010. The analyses were performed by Shealy Environmental Services, Inc. (NC certified analytical laboratory No. 329). The laboratory data is included in Appendix A and summarized on Table 1. The results indicate that all metals except Cd, Se, Ag, and Tl were detected in soil unaffected by landfill operations and are therefore confirmed to be naturally occurring at the site. The documented presence of naturally occurring metals in the site’s soils represents a potential source for the detection of metals in the site’s groundwater and is therefore an alternate source. Evaluation of Total Metals Detected in the Site’s Groundwater BLE prepared a historical summary for each Appendix I total metal from April 2000 through April 2016 (Appendix B). It is noted that every Appendix I metal has been detected at least once in the background wells and in the compliance wells (Table 2). Please note that a summary of the metals detections in soil and the regulatory compliance status for each metal is also presented on Table 2. The results of the evaluation confirm that every Appendix I metal has been detected in background wells and are therefore confirmed to be naturally occurring at the site. Alternate Source Demonstration for Total Metals in Groundwater October 26, 2016 White Oak Landfill - Haywood County, North Carolina BLE Project Number J16-1957-58 3 Evaluation of Metals Not Detected in Soil but Detected in the Site’s Groundwater As previously stated the metals Cd, Se, Ag, and Tl were not detected in the soil but have been detected in background and compliance wells. BLE has evaluated the detection limits of the soils analyses for these metals to compare to the historical groundwater results (Table 3). It is noted qualitatively that the lowest practical quantitation limit (PQL) of the soil analyses for these metals not detected in soil are significantly higher than the highest concentrations of those metals detected in groundwater. We infer that soils analysis results do not indicate that the metals are not present, rather that they are present at concentrations lower than that which can be quantified in soil as evidenced by groundwater data. CONCLUSIONS AND RECOMMENDATIONS We conclude that analysis results of on-site soils not affected by landfill operations confirmed the presence of eleven (11) of the fifteen (15) Appendix I metals as naturally occurring and therefore an alternate source. Historical groundwater data confirms that every Appendix I metal has been detected in background wells and are therefore confirmed to be naturally occurring. Comparison of analysis results and detection limits for metals not detected in on-site soils but detected in groundwater do not exclude these specific metals from being present at the site. We conclude from evaluation of the data herein that the Appendix I metals detected in the site’s groundwater are naturally occurring, not related to landfill operations, and are therefore from an alternate source. Since it is demonstrated that the metals are naturally occurring, alternate groundwater standards for metals without MCLs are not proposed for the site at this time. We recommend that a copy of this report be submitted to the DWM for their review and approval. We also recommend that a copy of this report be placed in the operating record for the subject site.
