Following are my comments pertaining to the Design Hydrogeologic Report, Water Quality Monitoring Plan and Landfill
Gas Monitoring Plan submitted as part of the Permit to Construction Application for the WI High Point C&D Landfill –
Phase 3:
Attachment K – Design Hydrogeologic Report
Section 3.0 Geology and Groundwater Characteristics
3.1 Surface Topography and Drainage
Paragraph 3 states that “The Phase 3 expansion, as proposed, will impact wetlands and streams. …an Individual Permit
has been submitted to the U.S. Army Corps of Engineers and NC DEQ for review. Following approval, those documents
will be submitted to NC DEQ.”
Please submit the approved documents/permits or provide information regarding status of the reviews.
Table 2A lists long‐term seasonal high (LTSH) elevation for GW‐2 as 778.57 and for GW‐3 as 755.89 feet above mean sea
level.
However, both in Figure 6 Hydrogeologic Cross Sections and in Figure 7 Long Term Seasonal High Potentiometric Surface
Map, LTSH groundwater elevation is depicted for GW‐3 as 782.79 and for GW‐2 as 755.76 feet above mean sea
level. Please clarify these significant differences and revise the drawings as necessary to reflect the accurate LTSH
groundwater elevations.
Attachment L – Water Quality Monitoring Plan
No additional comments.
Attachment M – Landfill Gas Monitoring Plan
Please add Hydrogen Sulfide to the Landfill Gas Monitoring Form and include hydrogen sulfide in addition to methane in
the text portion of the Landfill Gas Monitoring Plan.
