VAN DER VAART Secretary MICHAEL SCOTT Director October 14, 2016 Sent via email to Andrew.Shull@duke-energy.com Andrew Shull Duke Energy Carolinas, LLC 410 South Wilmington Street NCRH 15 Raleigh, North Carolina 27601 Re: Approval of Debris Removal from Ash Stack #1 Duke Energy Carolinas – Dan River Steam Station Proposed CCR Landfill Permit No. 7906-INDUS-2016 Rockingham County DIN 26852 Dear Mr. Shull: The Division of Waste Management, Solid Waste Section (Section) has reviewed the request to remove debris from Ash Stack #1 at the Dan River Steam Station submitted on October 13, 2017 (DIN 26851). The debris was discovered during the excavation of Ash Stack #1 and consists of general household and construction debris. The debris was analyzed and parts of it tested positive for asbestos, which will be safely handled and removed in coordination with the North Carolina Division of Public Health. The material was also tested via TCLP methods for various constituents. Lead was detected at a concentration of 5.7 mg/L, which is above the allowable limit of 5 mg/L. The debris removal request proposed using a stabilizing agent, Enviroblend, to help reduce the lead concentration. The material will be temporarily stockpiled, mixed ex-situ with the Enviroblend agent and retested for lead via the TCLP method. Upon achieving a lead concentration of 5 mg/L or less, the material will be shipped to a non- hazardous waste landfill. The Section approves this debris removal request. Once the project is complete, the Section requests a notification of completeness and location of final disposal of both the asbestos and lead contaminated material.
