The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on October 4, 2016
2. The facility is owned and operated by Clay County.
3. Waste that is received at the facility is transported to the Pine Bluff MSW Landfill Facility in Ball Ground,
Georgia.
4. The service area for the facility is limited to Clay County.

Operations Inspection of Transfer Station (2202T)
6. Windblown litter was well managed with minimal litter observed at the time of inspection.
7. No unapproved material was observed on the tipping floor at the time of inspection.
8. No material was observed behind the push walls or on the beams of the facility.
9. The walls of the transfer station appear to be washed and cleaned on a frequent basis.
10. Pallets received at the facility are segregated and used for stacking electronics and other items in the recycling
areas. Unpainted pallets that are unusable are taken to the wood waste area for grinding.
11. The receiving bay is cleaned between every trailer and minimal material is was observed in the bay at the time
of inspection.
12. The trench drain on the northwest side of the receiving bay had sediment accumulation and needs to be
cleaned. Please clean and remove sediment and other materials from the trench drains in the receiving
bay.
13. The white goods area is well managed. White goods with refrigerants are segregated and stored upright until the
evacuation is completed.
