New Hanover WASTEC Facility (Permit #65-05-I)

Dear Mr. Mulvey,

The Solid Waste Section (Section) has reviewed the Spring 2016 Semi-Annual Groundwater
Monitoring Event submitted by WithersRavenel on behalf of New Hanover County. Groundwater
monitoring has been conducted at the facility since the groundwater monitoring plan was approved by
the Section on October 20, 2008. A monitoring plan was required after the completion of a
groundwater assessment related to the inadvertent release of incinerator ash into a wooded area on the
eastern side of the facility. The ash was removed from the site in September 2008 and the subsequent
groundwater monitoring event revealed cadmium concentrations exceeding the standards established
in 15A NCAC 2L .0202 Standard (2L Standards). Cadmium concentrations began to decline in later
monitoring events following the ash removal and the Spring 2016 event marked the third consecutive
year of cadmium concentrations being reported below the 2L Standard.

Based on three consecutive years of contaminant concentrations below the 2L standard and the ash
removal following the release, the Section will not require further groundwater monitoring at the
WASTEC facility. The monitoring wells should be abandoned in accordance with rule 15A NCAC
02C .0113.
