Dear Mrs. Bader,

The Solid Waste Section (Section) has reviewed the Corrective Action Evaluation Report (CAER)
(DIN 26715) submitted on your behalf by Smith Gardner, Inc. on September 6, 2016. The CAER
discussed the effectiveness of the current phytoremedation and recommendation for future
monitored natural attenuation (MNA). Results of computer modeling performed at the site
indicate the occurrence of natural attenuation.

The CAER recommends the following modifications to the selected remedy: 1) continuing
maintenance of the phytoremediation area, 2) adjusting which monitoring wells (remove MW-
9, MW-10, GP-30W and add MW-57, PZ-47s) get analyzed for MNA parameters and 3) adding
existing monitoring well PZ-47s to the monitoring network. The Section approves these
recommendations.

In addition to the report’s modifications, the Section recommends non-permanent landfill gas
sampling west of the landfill. Several monitoring wells in this area have exceedances of vinyl
chloride, which could be the effect of landfill gas migration and dissolution into the
groundwater. The facility shall submit a temporary landfill gas sampling plan for the area west
of the landfill.
