The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On April 13, 2016, John Patrone met with Bob Yahn to conduct a comprehensive inspection of the Randolph County
Transfer Facility located on County Land Road in Randleman, Randolph County.
1. The facility is a municipal solid waste (MSW) transfer station.
2. The facility is owned by Randolph County and operated by Waste Management of the Carolinas, Inc.
3. Waste Management of the Carolinas, Inc. subcontracts operation of the transfer station to Hilco Transport, Inc.
4. The facility is open Monday through Friday 8:00 am to 4:30 pm and Saturday 7:00 am to noon.
5. The facility permit, site plan, and operations plan were discussed.
6. The facility is permitted to receive solid waste generated in Randolph County.
7. Municipal solid waste (MSW) is hauled to Uwharrie Environmental Regional MSW Landfill (62-04) in
Montgomery County.
8. The following are facility certified personnel:
a. Jeff Garner, Certified Transfer Station Operations Specialist, TS-2010020, exp. 06/17/16
b. Roger Marsh, Certified Transfer Station Operations Specialist, TS-2006048, exp. 09/21/18
c. Kenneth Cox, Certified Landfill Operations Specialist, LF-2016007, exp. 03/22/19
d. Robert Yahn, Certified Transfer Station Operations Specialist, TS-2011066, exp. 12/14/17
e. Joni Routh, Certified Transfer Station Operations Specialist, TS-2012116, exp. 11/29/18
9. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services on
May 20, 2015.
10. A vehicle scale test was conducted by Charlotte Scale Company, Inc. on February 8, 2016.
11. The facility maintains records of the amount of MSW received. Records were verified for June 2015 through
March 2016. Tonnage received is 35,584.81 tons.
12. The facility annual report (FAR) was received by the SWS dated July 13, 2015. Tonnage received July 2014
through June 2015 is 37,668.14.
13. During the inspection there were two empty and two full trailers on site and one trailer in the load-out bay.
14. The transfer trailers appeared to be in good condition.
15. The facility is required to conduct a waste screening weekly.
16. Waste screening reports were verified for January 4 through April 11, 2016.
17. Scrap tire certifications were verified for April 13, 2016. Scrap tire certifications are brought to the Randolph
County Public Works building on McDowell Road in Asheboro daily.
18. It was stated that the tipping floor is washed-down daily.
19. The facility does not have leachate drains. Mr. Yahn stated that when the tipping floor was redone a few years
ago the facility was designed to pool leachate in the far corner. At the end of the day the operator places MSW
on top of the leachate for it to absorb into the trash. The MSW is then placed in the load-out trailer.
20. The load-out bay does not have leachate drains. When the load-out bay was redone a few years ago the facility
was designed such that the load-out bay will need to be swept clean daily.
21. Ensure MSW fines that accumulate on the concrete apron at the transfer station building are routinely
swept/pushed with the [rubber strip at the] bottom of the front-end loader bucket into the building.
22. Windblown material shall be collected at the end of each day. If necessary, collect windblown material
throughout the workday.
23. It was stated that the transfer station building has two fire extinguishers.
24. The facility collects white goods, scrap metal, metal cylinders, and electronics in a fenced area on the property.
Mr. Yahn stated that chlorofluorocarbons (CFCs) are extracted from the white goods by a third-party and that
the white goods are routinely hauled-off with the scrap metal.
25. The facility operates a convenience center on the property for the collection of MSW, single stream recycling,
used oil, oil filters, antifreeze, batteries, etc.
26. The facility has a wood waste treatment and processing (T&P) operation located on the property.
27. The facility is permitted to receive land clearing debris, high carbon:nitrogen ratio material, and wooden pallets.
Painted wood, demolition debris, engineered wood, and low carbon:nitrogen ratio material shall not be
accepted.

28. The facility has ~ 1,800 yd3 of unprocessed material on site and ~ 500 yd3 of mulch. Wood waste was last
ground in March 2014.
29. The City of Asheboro Fire Department can be contacted to address an emergency at the facility.
30. The facility is secured by a locked gate. Personnel are on site during operating hours.
31. Access roads are of all-weather construction.
32. The facility has proper signage.
33. The permit expiration date is March 10, 2018.
34. The permit renewal application shall be submitted to the SWS by September 10, 2017.
