1.0 Introduction
On behalf of Southern Loop, LLC, Hart & Hickman, PC (H&H) is submitting this letter report to
document recent soil assessment activities conducted at the former PARA USA facility located at
10620 Southern Loop Boulevard in Pineville, NC (Site or subject Site). A Site location map is
provided as Figure 1. The Site is comprised of one approximately 1.84 acre parcel and contains
an approximately 27,000 sq. ft building.
Southern Loop LLC submitted a Brownfields Property Application for the 10620 Southern Loop
Boulevard property and adjacent 10710 Southern Loop property to obtain eligibility into the
Brownfields Program. The Brownfields Program issued a Letter of Response dated August 22,
2016 indicating that Site was not eligible for entry into the Brownfields Program at this time
because of concerns associated with operations of PARA USA, LLC (PARA) which occupied the
10620 Southern Loop Boulevard building during Southern Loop, LLC’s ownership. PARA used
the facility for hand gun assembly, testing, and distribution from the mid-2000s until the mid-

2010s. PARA was listed as a generator of hazardous wastes including ignitable wastes, lead, and
selenium during their occupancy in the building.
In the Letter of Response, DEQ requested additional assessment activities on the 10620 Southern
Loop parcel to establish that the previous tenant PARA did not contribute to contamination at the
Site. Based on information provided in the Letter of Response and subsequent conversations with
DEQ Brownfields personnel, H&H developed and submitted a work plan outlining proposed soil
assessment activities for the 10620 Southern Loop facility to evaluate the potential for impacts in
five areas of concern identified in the Letter of Response. The areas of concern were the former
central hazardous waste storage area, blast booth room, sonic bath area, fire test range, and paint
boot area. The Brownfields Program subsequently provided approval for the work plan in an
email dated September 6, 2016. H&H conducted the soil assessment activities in accordance
with the approved work plan on September 7, 2016.
A brief discussion of the methods, results, and conclusions associated with recent soil assessment
activities is provided in the following sections.
2.0 Soil Assessment Activities
Southern Loop, LLC provided H&H with pre-construction plan drawings for PARA facility
operations which were used to assist in determining the former locations of the five areas of
concern. A site layout of the facility based on the pre-construction plans is provided as Figure 2
and depicts each area of concern and corresponding soil sample locations. As shown on Figure 2,
one soil boring was advanced in each area of concern as follows:

Soil sampling methodology and results are discussed in the sections below.
2.1 Soil Sampling Activities
Prior to boring advancement, H&H contacted the public utility locator to mark public
underground utilities at the Site. H&H also contracted a private utility locator to screen the
boring locations for subsurface utilities at the Site that were not marked by the public locator.
A concrete coring machine was utilized to penetrate through the surface concrete in each area of
concern. Slab thickness was measured to be approximately 6 inches thick in each sample location.
At each boring location, H&H utilized a decontaminated stainless steel hand auger to advance a
soil boring through the cored hole into soil underlying the slab of the building, and continuous soil
samples were collected from the center of the hand auger bucket at each boring. The soil borings
were each advanced to a depth of approximately 5 feet below the ground surface (ft bgs) with the
exception of the sonic bath area boring (SB-2), where hand auger refusal was encountered at
approximately 3 ft bgs. Soil samples were described for lithological purposes, and field screened
for the presence of obvious odors, staining, and for the presence of volatile organic vapors using a
calibrated photoionization detector (PID).
Based on field screening results, soil samples SB-1 and SB-3 were collected from 0.5 to 1 feet
below the ground surface (ft bgs) in the former paint booth area and former blast booth area,
respectively. Soil samples SB-2, SB-4 and SB-5 were collected from 2 to 3 ft bgs in the former
sonic bath area, former firing range and former central hazardous waste storage area, respectively.
The soil samples were placed directly into laboratory supplied glassware, which were then
properly labeled and placed on ice in a laboratory supplied cooler. The coolers were delivered to
Prism Laboratories, Inc. (Prism) under standard chain of custody protocols for analysis of volatile
organic compounds (VOCs) by EPA Method 8260 and Hazardous Substance List (HSL) metals

plus hexavalent chromium by EPA Methods 6010/7471/7196. The laboratory analytical report
and chain of custody record are provided as Appendix A.
Because metals are naturally occurring, H&H also collected two soil samples (BKG-1 and BKG-
2) from areas on the property that did not appear to be affected by previous Site use to establish
Site-specific background concentrations for metals. The background soil samples were collected
in the same manner as described above and delivered to Prism for laboratory analysis of HSL
metals by EPA Methods 6010/7471.
2.2 Soil Sample Results
The results of soil sample analyses are summarized in Table 1. The data were compared to DEQ
Inactive Hazardous Sites Branch (IHSB) Preliminary Industrial/Commercial and Residential Soil
Remediation Goals (PSRGs). In addition to the PSRGs, metals results were compared to
Site-specific and published concentrations for naturally occurring metals in North Carolina soils.
The results indicate that no VOCs were detected above laboratory reporting limits in any of the
soil samples collected during the assessment activities. As expected, analytical results indicate the
metals arsenic, beryllium, trivalent chromium, copper, lead, nickel, thallium, and zinc were
detected at concentrations above laboratory reporting limits in all five soil samples, but the
concentrations are consistent with Site-specific and regional background concentrations. As noted
previously, PARA was identified as a generator of lead and selenium hazardous wastes. Selenium
was not detected above laboratory reporting limits in any of the soil samples, and only low levels
of lead (6 mg/kg or less) consistent with background levels were detected in the samples.

3.0 Summary and Conclusions
H&H has completed soil assessment activities at the former PARA USA facility located at 10620
Southern Loop Boulevard in Pineville, Mecklenburg County, North Carolina. The assessment
activities included collection of soil samples in five areas of concern identified in the DEQ
Brownfields Letter of Response. The results of our activities are summarized below:
No VOCs were detected above laboratory reporting limits in any of the soil samples
collected during the assessment activities.
Several metals were detected at concentrations above laboratory reporting limits in all five
soil samples, but the concentrations are consistent with Site-specific and regional
background concentrations. PARA was listed as a generator of hazardous wastes including
lead and selenium. Selenium was not detected above laboratory reporting limits in any of
the soil samples, and only low levels of lead consistent with background levels were
detected in the samples.
Based on results of the soil assessment activities, there is no evidence of a release associated with
PARA’s former operations. On behalf of Southern Loop, LLC, H&H requests that DEQ issue a
Brownfields Letter of Eligibility for the 10620 and 10710 Southern Loop Boulevard properties per
the Brownfields Property Application submitted on July 15, 2016.
