Box 2773 Lillington, NC 27546 Re: Leachate Release Assessment Harnett County Dunn Erwin Landfill, Permit #43-02 Dear Ms. Bader: The Solid Waste Section (Section) has reviewed the Leachate Release Results report for the Harnett County Dunn Erwin Landfill prepared by Smith Gardner, Inc. (S+G). The assessment was conducted in accordance with the assessment plan submitted to the Section on June 30, 2016 to evaluate the leachate release observed during the June 16, 2016 facility audit. During the audit, leachate was observed flowing behind the yard waste storage area into a perimeter drainage channel and into the drain on the south side of the LCID. S+G personnel collected discreet soil samples at three locations along the flow path. Soil sample, SS-1 was collected near the source of the release, SS-2 was collected within the flow path, and SS-3 was collected at the end of the leachate flow path. Two background soil samples (BG-1 and BG-2) were also collected to evaluate the presence of naturally occurring constituents. A water sample (WS-1) was collected from standing water observed near the SS-1 sample location. The soil and surface water sample(s) were analyzed for the list of constituents in 40 CFR 258 Appendix I. Laboratory analytical results were compared to the NCDEQ IHSB Preliminary Soil Remediation Goals (PSRG) and there were no volatile organic compounds detected at concentrations exceeding the PSRGs. Vanadium was detected at concentrations exceeding the PSRGs in both the downgradient and background soil samples. Since vanadium was detected at elevated concentrations in the background soil samples, its elevated concentration is not believed to be caused by landfill impact. Cobalt was reported at concentrations exceeding the PSRGs in samples SS-1 and SS-2 and at slightly lower concentrations below the PSRGs in the background sample. There were no constituents reported above the 2L Standard in the WS-1 sample. Based on the results presented in the report, the Section will not require additional assessment of the leachate release.
