ADDITIONAL COMMENTS
On September 27, 2016, John Patrone conducted a comprehensive inspection of the Heritage Farm Properties LLC LCID
Landfill on Scalesville Road in Summerfield, Guilford County.
1. The facility is a land clearing and inert debris (LCID) landfill.
2. The facility is not open to the public. The landfill is used by the Doggett Construction Company, Inc.
3. The facility permit and operations plan were discussed.
4. The facility is operating in Phase 1.
5. Ensure Attachment 2 – Conditions of Permit to Construct are met prior to the operation of Phase 2 and Phase 3.
6. The facility is permitted to receive waste generated within Forsyth, Guilford and Rockingham Counties.
7. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated
soil, inert debris, and (used) asphalt.
8. Mr. Doggett stated that uncovered material on site has been received within the last few days from a large project
in the area.
9. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as densely
as practical into cells.”
10. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one
acre in size, whichever occurs first.”
11. Excavation, grading, and fill material side slopes shall not exceed three to one (3:1).
12. A ready supply of soil shall be available for cover material.
13. Ensure permanent edge of waste markers are visible. Clear vegetation from markers and reinstall where necessary.
14. The facility stockpiles concrete to be crushed. Crushed concrete may be used by the construction company or sold.
15. The facility stockpiles used asphalt to be crushed. Used asphalt may be used by the construction company or sold.
16. Per the operations plan, the facility conducts a land clearing debris (LCD) passive compost operation.
17. The facility annual report (FAR) was received by the SWS, dated July 26, 2016. Estimated facility throughput for
July 2015 through June 2016 is 41,600 yd3.
18. There was no indication of erosion or runoff.
19. Access roads are of all-weather construction.
20. The facility is secured by a locked gate.
21. The facility has a proper sign.
22. The PTO expiration date is October 8, 2020.
23. The facility permit renewal application shall be submitted to the SWS by June 8, 2020.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
