Please find the enclosed permit to operate and approved application for the U.S. Tire Recycling Partners
LP landfill (Permit No. 1303-TIRELF-1988) which approves the continued operation of the facility based
on revised franchise ordinance with the City of Concord effective August 11, 2016 (DIN 26772).

In general, the facility permit does not reiterate the Solid Waste Management Rules, 15A NCAC 13B, nor
does it restate specific conditions which are included within the approved plan. Please review the
conditions of the permit thoroughly.
