Please find the enclosed permit to construct and operate and approved application for the Pitt
County Materials Recovery & Recycling Facility (Permit No. 7404-MWP-2016). The permit to
construct is effective now. The permit to operate does not become effective until completion of
construction and fulfillment of the conditions noted in Attachment 2 (Permit to Construct), Part
VI.

In general, the facility permit does not reiterate the Solid Waste Management Rules, 15A NCAC
13B, nor does it restate specific conditions which are included within the approved plan. Please
review the conditions of the permit thoroughly.
