STATUS OF PERMIT: Permit To Operate (PTO) issued May 9, 2016 PTO expiration date May 9, 2021 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On September 27, 2016, John Patrone met with Tim Friddle to conduct a comprehensive inspection of the Winfree Road LCID Landfill, Inc. on Winfree Road in Summerfield, Guilford County. 1. The facility is a land clearing and inert debris (LCID) landfill, also known as the W.W. Dick LCID Landfill. 2. The facility is in operation Monday through Friday 7:30 am to 5:30 pm. 3. The facility permit was recorded with the Guilford County Register of Deeds on May 13, 2016, Bk: R7813 and Pg: 983 – 993. 4. The facility permit and operations plan were discussed. 5. The facility is operating in Phase 2. Mr. Friddle stated that Phase 2 comprises Phase 2A and Phase 2B. 6. Mr. Friddle stated that the facility has operated in Phase 2A for ~ 18 years and Phase 2B for ~ 4 years [both Phase 2A and Phase 2B are operated concurrently]. 7. The facility is permitted to receive waste generated within Alamance, Guilford, and Rockingham Counties. 8. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, inert debris, and (used) asphalt. 9. Mr. Friddle stated that uncovered material on site has been received within the last few days and that truckloads of soil are arriving to be used for cover material. 10. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as densely as practical into cells.” 11. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first.” 12. Excavation, grading, and fill material side slopes shall not exceed three to one (3:1). 13. Logs are removed from LCD to cut for firewood. 14. A ready supply of soil shall be available for cover material. 15. Ensure permanent edge of waste markers are visible. 16. The facility annual report (FAR) was received by the SWS, dated June 29, 2016. Estimated facility throughput for July 2015 through June 2016 is 884 yd3. 17. There was no indication of erosion or runoff. 18. Access roads are of all-weather construction. 19. An attendant is on duty when the facility is in operation. 20. The facility is secured by a locked gate. 21. The facility has a proper sign. 22. When the permit is modified or renewed the landfill phase names and locations should be delineated to reflect landfill operation. 23. The PTO expiration date is May 9, 2021. 24.
