Dear Mr. DeNeale:
On September 22, 2016 the Division of Waste Management Solid Waste Section (Section)
received Duke Energy’s request entitled;
Retired Ash Basin (RAB) Ash Landfill Compaction Modification Request, Permit No.: 3612-
INDUS, Allen Steam Station, Gaston County, Belmont, North Carolina 28012. Prepared by Duke
Energy. September 2016. DIN 26763.
In the letter Duke Energy requested revising the approved Operations Plan to change the
minimum compaction requirement from 95 percent of Standard Proctor (ASTM D 698)
maximum dry density to 90 percent for the intermediate cover compaction specification on
exterior slopes at Allen Marshall Steam Station’s industrial landfill. The Section concurs with
Duke Energy’s request and requests that the next time the permit for the Allen Steam Station is
either amended or modified that the change be incorporated in the Operations Plan.
