The Division of Waste Management, Solid Waste Section (Section) has received your application
submittal titled Permit to Construct Application, WI High Point C&D Landfill – Phase 3 (DIN
26270). The application was submitted on your behalf by Smith Gardner, Inc. and was received
in the Central Office on May 31, 2016. The application was forwarded to the Asheville Regional
Office on September 19, 2016.

The submittal has been reviewed for completeness in accordance with General Statute 130A-
295.8(e). A determination of completeness means that the application includes all required
components but does not mean the required components provide all of the information that is
required for the Section to make a decision on the application. All of the components required by
15A NCAC 13B.0301 and 15A NCAC 13B.0535(b) have been submitted, or are already on file,
so the application is deemed complete.

If any additional information is needed to make a decision on the application, it will be requested
