Subject:Permit application, Good Earth Horticulture compost facility
Hello Mr. Knight,
I’ve reviewed the application for permit renewal of the Good Earth Horticulture compost facility and I have a few
questions and comments in order to complete the application:
1. Page 4, #9 and Page 9, #15– Temperature measurements should be taken approximately every 50 feet along the
windrow, at different depths.
2. Page 9, #14 – Pile size for feedstocks should be no larger than 30 feet tall and 50 feet wide, unlimited length
within the boundaries, to prevent excessive heat buildup and to allow access in the event of a fire.
3. Page 10, #19 ‐ It is implied that pathogen testing will not be conducted at the site. The Compost Rules require
pathogen testing for Type 2 facilities; however, the rules do allow some flexibility. Please submit justification
that the compost will not have significant pathogen levels, including multiple past and present pathogens
analytical testing results.
4. Page 11, #20 ‐ How will the finished compost be used or distributed? Is it sold to the public, to commercial or
industrial users, sold in bulk, used onsite? Describe the contingency plan as noted in the guidance. Describe
(provide a copy) of the distribution/package label or other use instructions, as noted in the guidance.
Also, a couple of things to note:
Page 10, #19 ‐ Man made inerts (glass, plastic, etc.) testing can be conducted by a lab or by employees onsite,
following the procedure described in Rule .1408 (a)(5).
Page 9, #15 – The thermometer can be calibrated onsite, using ice water. The date, method, name, etc. should
be documented for the onsite records.
Please provide an electronic copy (pdf) of the revised application, and a cover letter that includes responses to
comments. Revisions to the application should be incorporated into the text of the application.
