PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the yard waste facility notification is in compliance with 15A North Carolina
Administrative Code (NCAC) 13B .1404(a)(1)-(10), 13B .1406, and the requirements as stated on the yard waste
facility notification application and the corresponding approval letter).

ADDITIONAL COMMENTS
On August 25, 2016, John Patrone conducted a comprehensive inspection of the Triangle YWN on University Drive in
Burlington, Alamance County.
1. The yard waste notification (YWN) is located on a parcel of land at the corner of University Drive and Huffman
Mill Road (on the left from I-40, exit 140), across from the Alamance Regional Medical Center.
2. The primary use of the property is for Triangle Paving and Grading, Inc. equipment storage. The YWN is
located on the right side of the lot.
3. The area adjacent to the YWN contains stored aggregate materials.
4. Mr. Cagle calculated that the facility has ~ 3,200 yd3 of land clearing debris (LCD) on site. No ground material
was observed.
5. Mr. Cagle stated that much of the LCD was received recently from a nearby construction project.
6. Ensure only high carbon:nitrogen ratio material is accepted.
7. If high nitrogen:carbon ratio material is accepted it must be composted.
8. Ensure processed and unprocessed material on site is less than 6000 yd3 quarterly. Records should be
maintained of the amount of LCD accepted.
9. Ensure adequate fire lanes are maintained.
10. Access roads are of all-weather construction.
11. The facility is secured by a locked gate.
12. The facility has a proper sign.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
