STATUS OF PAST NOTED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS On August 25, 2016, John Patrone conducted a comprehensive inspection of the City of Graham Land Application Program (Farm) YWN Site on Swepsonville-Saxapahaw Road in Graham, Alamance County. 1. The yard waste notification (YWN) is located (in a designated area) on land used by the City for its residual biosolids land application program. It is located ~ 200 feet past field No. 4. 2. The area used for the YWN is < 2 acres. 3. The facility has three small piles/windrows of compost on the property. 4. Temperature records were verified demonstrating 3 days at a minimum of 55 degrees Celsius/131 degrees Fahrenheit, aerated to maintain elevated temperatures. 5. The City of Graham receives ~ 3000 yd3 of leaves annually. 6. Ensure processed and unprocessed material on site is less than 6000 yd3 quarterly. Records should be maintained of the amount of leaves accepted. 7. Finished compost may be removed from the site and stored accordingly for future use. 8. The City of Graham has conditional approval to use Field No. 4 as a temporary disaster debris staging site (TDDSS). The TDDSS number is: DS01-013. 9. The City has cleared an area of land across from Field No. 4 that it plans to use as the TDDSS. Please inform the SWS prior to using the cleared area [as a TDDSS] to ensure it is acceptable for use. 10. Access roads are of all-weather construction. 11. The facility is secured by a locked gate. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
