Partial Facility Compliance Inspection without records review
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a closed Municipal Solid Waste (MSW) Landfill.
2) The site is secured by a locked gate at the Facility entrance.
3) The Facility access road is of all-weather construction and is being well maintained at this time.
4) This Facility manages landfill gases through a passive venting system.
5) Highly visible edge-of-waste markers have been installed and are being maintained throughout the Facility.
6) The damaged fence posts in the trench fill area noted in the previous Facility Compliance Inspection (see

6703-20160211INSP) have been repaired. This area of the landfill was secured from unauthorized access
during this Facility Compliance Inspection.
7) The trench fill area was reviewed. This area has a well-established cover crop and no areas of erosion were
observed during this Facility Compliance Inspection.
8) The closed asbestos disposal area was reviewed. Overall, this area has a well-established groundcover of
native warm season grasses and is well-maintained at this time.
9) The Facility monitoring wells were reviewed. All wells were locked and labeled with permanently affixed
tags and painted with high visibility paint. Access to the wells was stable and clear of brush.
10) The Facility surface water ditches were reviewed. The ditches were clear of brush and other woody vegetation
and appear well maintained at this time.
11) The cap repair project has been completed and no construction activities were underway during this Facility
Compliance Inspection.
12) Areas of differential settlement were observed on the top lift of the landfill. Soil has been brought on-site to
fill these areas. *After filling and grading, please monitor these areas to ensure that no ponding of surface
waters occurs. If such ponding occurs, further actions should be taken to promote the positive drainage of
surface waters away from the landfill.
13) Overall, this Facility has a well-established cover crop of native warm season grasses. However, areas of
sparse cover were observed in several places along the landfill sideslopes and on the top lift of the landfill.
*These areas need to be seeded and mulch as soon as possible to establish a groundcover suitable to prevent
erosion of your landfill cap system.

14) The Facility cover crop is mowed semi-annually. Mowing operations were underway during this Facility
Compliance Inspection.
15) The Facility stormwater basins were reviewed. The basins have recently been cleared of brush and overall
appear well-maintained. However, the rip-rap and gravel placed around the risers appears to be clogged with
sedimentation. *Please ensure that this sedimentation is removed and that all areas of the ponds are properly
maintained to ensure they function as designed.
16) Possible leachate seeps were observed in two areas along the norther sideslope. No leachate was observed
leaving the landfill disposal boundary. *As per our conversation, measures should be taken to prevent the
release of leachate from the landfill boundary. Any observed seeping areas should be repaired as soon as
possible to prevent the release of the leachate from the landfill.
