PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the notified land clearing and inert debris (LCID) landfill is in compliance with
15A North Carolina Administrative Code (NCAC) 13B .0563, .0564, and .0566)

ADDITIONAL COMMENTS
On August 26, 2016, John Patrone conducted a comprehensive inspection of the Inert Disposal - Stump Dump LCID
Landfill on Center Grove Church Road in Moncure, Chatham County.
1. The land clearing and inert debris (LCID) landfill facility name is Inert Disposal – Stump Dump. The LCID
landfill is commonly known as Stump Dump.
2. A large mailbox stating “Stump Dump” is at the corner of Center Grove Church Road and NC 87/US 15/US 501
South/Sanford Road.
3. A large sign stating “Stump Dump” set back within the tree line is posted on Center Grove Church Road.
4. Turn right onto Center Grove Church Road (from NC 87/US 15/US 501 South/Sanford Road) and right again
onto Center Grove Church Road to the LCID landfill entrance on the right at ~ 100 yards.
5. The LCID landfill generally contains land clearing debris (LCD). The adjacent parcel of land, also owned by Mr.
Candelori, contains inert debris - primarily concrete, and is not part of the LCID landfill.
6. The LCID landfill is < 2 acres. The facility has installed white plastic pipe edge of waste markers.
7. The landfill contained LCD off-loaded atop the fill area and along the rear external side slope.
8. Mr. Candelori stated that the LCD on site is < 30 days old and will be covered with soil in the coming days. A
large quantity of soil is expected from a nearby construction project.
9. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one
acre in size, whichever occurs first.”
10. Per 15A NCAC 13B .0564(9)(b), “The facility shall meet the following buffer requirements: 100 feet from the
disposal area to property lines, residential dwellings, commercial or public buildings, and wells.”
11. Side slopes should be graded and covered with soil such that a 3:1 slope ratio is obtained or a ratio of which no
indication of erosion or runoff is observed.
12. Vegetation atop the LCID landfill should be routinely mowed.
13. There was no indication of erosion or runoff.
14. Access roads are of all-weather construction.
15. The facility is secured by a steel cable and padlock.
16. The facility has a proper sign.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
