Re: Temporary location of material from Waste Stream Innovation to Henderson County Transfer
Station, Permit # 4504T-TRANSFER-1998
Mr. Frost: May 20, 2016
Henderson County is requesting a temporary location for the sorting and separation of abandoned
nursery plastics left by Waste Stream Innovations onsite at 4028 Haywood Road, Mills River, NC 28759.
The material primarily consists of old plastic flower pots and potting soil. Henderson County is proposing
doing the sorting and separation of this material on the former white goods/ future compost area at the
Transfer Station (see highlighted area on attached map) after Carolina Mulch/Cason has analyzed the
material with a TCLP test. The TCLP test will be performed on the current site where the abandoned
material is located. Once the TCLP results are known, the material will be moved to the identified
location at the Transfer Station, where it will then be sorted and discarded or recycled if applicable. It is
anticipated this process should be complete by March 17, 2017 (10 months).

Larry,
Hope your well and ready for an excellent weekend in Henderson County. Following up on your
conversation with Deb this week on subject, we will follow up with a revised op plan for your review
soon. Also, Chip Gould, copied, would like to know the specific t-clip test that is needed.
Apparently, there are several types.
We appreciate DEQ’s understanding on this project. We really feel like this is a good win/win/win
resolution.

Due to the material being nursery plant waste possibly containing unknown pesticides and

It's all SW 846 methods 1311 TCLP, then
8260 for (VOCs)
8270 for (SVOCs)
8081 for Chlorinated Pesticides
8151 for Chlorinated Herbicides
