PURPOSE OF SITE VISIT:
Routine Inspection
STATUS OF PAST NOTED VIOLATIONS: On the previous inspection report, dated July 28, 2015, an observed violation for 15A NCAC 13B .0839(a) was reported. This was in error since a log only is required for detention facilities that receive septage from more than one
septage management firm (unless otherwise specified in the permit) as per 15A NCAC 13B .0841(u).

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

1. The facility consists of three above-ground 1550 gallon plastic tanks for a total capacity of 4,650 gallons for the storage of domestic septage and portable toilet waste.

SDTF-18-04 2. Access to the tanks was maintained. The tanks are located at the place of business and the facility is gated and
locked after hours.
3. Each tank was posted with a ‘No Trespassing” sign.

4. No septage odors were detected near the tanks and at the site.
5. Vectors appeared to be effectively controlled. 6. The area around the tanks was well maintained and allowed for inspection.
7. There was no evidence of erosion or movement of silt or contaminants from the site.

8. There were no septage leaks or spills observed at the facility. 9. No one other than the permittee or an employee of B-Line Portable Restroom Rentals, Inc. may discharge
septage at this detention facility.
