STATUS OF PERMIT:
Active – Issued April 21, 2014.This permit shall expire April 21, 2019. Pursuant to 15A NCAC 13B .0201(g), no later
than October 21, 2018, the owner or operator must submit a request to the Section for permit review and must update
pertinent facility plans including, but not limited to, the facility operation and waste screening plans.

ADDITIONAL COMMENTS:

1. The total facility has an approved gross volume of approximately 24,200,000 cubic yards consistent with the
approved final contours.
2. This facility is approved for an average annual disposal rate of approximately 584,000 tons. This corresponds
to an approximate disposal rate of 1600 tons per day based on 365 operating days per year.
3. The MSW landfill is permitted to receive solid waste generated by and in counties of North Carolina,
consistent with local government waste management plans, local government approval and contract and
franchise agreement, and as defined in N.C.G.S. §130A-290(a) (35), except where prohibited by North
Carolina General Statutes Article 9 of Chapter 130A, and rules adopted by the Commission for Health
Services.
4. The following, at a minimum, must not be accepted for disposal at the facility: hazardous waste, yard trash,
liquid wastes, regulated medical waste, sharps not properly packaged, PCB waste as defined in 40 CFR 761,
and wastes banned from disposal in North Carolina by G.S. 130A-309.10(f).
5. Certified Operator Specialist: J. William Murry – expires 05/24/19: Archie Bush – expires 05/24/19: Marsha
Goodwin – expires 06/22/18: Certified Manager of Landfill Operations: Robert Purvis.
6. Methane gas wells are monitored by the contracted firm of Carlson Environmental Consultants, PC.
Reviewed last report in 2015. The minimum for methane monitoring is quarterly.
7. Screening records were reviewed and facility has an avg. of 1 per day from the records reviewed.
8. Contingency Plan is posted in the break room.
9. Scale house has Radiation detection and has a screening gantry to service trailers.
10. Waste received avg. 21T per day from records reviewed.
11. Groundwater monitoring wells were locked and protected by 4 steel post.
12. Leachate is used as dust control inside landfill footprint and also hauled to Elizabeth City NC wastewater
plant in accordance with the approved operations plan.
13. Facility has weekly maintenance logs with rainfall data, repairs needed and dates of repairs corrected.
14. The first semi-annual water quality monitoring event was conducted on January 27, 2016. Joyce Engineering
collected the samples from groundwater monitoring wells, surface water monitoring points, and the leachate
collection system on January 27, 2016.
15. White Goods area is being maintained well. Freon is being removed by Harmon Electric, Heating and AC,
Inc. Windsor NC, 27983.
16. Edge of waste markers look good.
17. Public drop off area is maintained well.
18. Facility is adequately secured by locking gates and has all required signage posted.
19. Interior roads are of all-weather construction and maintained in good condition.
20. The use of tarps, posi-shell and petroleum contaminated soil as alternative daily cover is approved.
Facility is also going to start using Soil/Mulch mixture as alternative cover per the DEQ guidance
document titled Approved Alternative Dailey Cover Materials for Use at Sanitary Landfills dated
January 07, 2014.
21. Several areas of Erosion were observed during this inspection. The tops of cells need additional
soil cover as well as established vegetative cover. Proper cover and vegetation are required and
necessary to assist with prevention of onsite erosion and ponding of water over waste. Areas of
erosion on the landfill should be repaired as they are observed by facility staff.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

22. Leachate seeps were observed inside the lined landfill footprint during this inspection. Facility
staff should make necessary repairs to leachate seeps as they are observed.
23. Corrective measures are necessary in the areas identified and discussed with facility staff during
the inspection and should be completed within 30 days of receipt of this Compliance Inspection
Report.
24. Digital pictures of this Compliance Inspection were taken and attached.
25. Overall this Facility appears to be managed well.
26. Currently accepting waste in cell # 13.
