STATUS OF PERMIT:
Active; Permit to Operate (PTO) issued 6 February 2014, expires 2 April 2019. Pursuant to 15A NCAC 13B .0201(c)
and .0206(a) a complete permit review request including updated Facility, Operations, and Waste Screening Plans is
due on or before 2 October 2018; this application must comply with the rules and regulations in effect at the time of
the application.

Partial Facility Compliance Inspection without records review

STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.

ADDITIONAL COMMENTS:
1) This is a Solid Waste Transfer Facility and is permitted to receive Solid Waste as defined in NCGS 130A-
290(a)(35).
2) Hazardous waste, yard trash, liquid wastes, regulated medical waste, sharps not properly packaged, regulated

asbestos containing material as defined in 40 CFR 61, PCB waste as defined in 40 CFR 761, infectious waste,
animal carcasses, radioactive waste, septage, fluorescent and high-intensity discharged lamps,
ashes/incinerated residues, and wastes banned from disposal in North Carolina by NCGS 130A-309.10(f) are
prohibited from being accepted at this Facility.
3) This Facility is permitted to receive Municipal Solid Waste, Construction & Demolition Waste, Scrap Tires,
and Yard Waste generated in Carteret, Craven, and Pamlico Counties.
4) This Facility is currently receiving +/- 60 tons of waste per day.
5) All waste, with the exception of scrap tires, which are hauled directly to Central Carolina Tire, permit #43-04
in Cameron NC, is transported to the Coastal Environmental Partnership Subtitle-D Landfill, permit #25-09 in
Tuscarora, Craven County, NC.
6) Proper signage including the Facility permit number, accepted waste types, banned or excluded items, hours
of operation, and the emergency contact number is posted at the Facility entrance.
7) The hours of operation are Monday through Friday 7:30 AM to 4:30 PM and Saturday 7:30 AM to 12:00 PM.
8) The Facility is secured by means of a locked gate at the Facility entrance.
9) The entrance to the Facility is well maintained and no windblown debris was noted along the roadway
approaching the site.
10) The Facility access road is of all-weather construction and is being maintained in overall good condition.
11) Access around the Facility overall is well maintained and generally stable. However, eroded areas were
observed on the southern sideslope. *Please fill, grade, seed and mulch these areas to establish a groundcover
suitable to prevent erosion.
12) Two roll-off containers are being maintained in a residential waste management area off of the Transfer
Station access ramp to reduce the amount of small vehicle/small load traffic on the tipping floor. The area
around these containers needs to be better policed. *Please ensure that all overflow waste and windblown
debris is collected and properly disposed at the end of each workday.
13) The scrap tire collection/storage area is well maintained with an adequate fire break and clear access around
the area for fire suppression, inspection, and maintenance operations.
14) All yard waste collected on site is hauled, as needed, to the Coastal Environmental Partnership Compost
Facility, permit #25-09, in Craven County for grinding and composting.
15) The yard waste collection/storage area is well maintained with an adequate fire break and clear access around
the area for fire suppression, inspection, and maintenance.
16) The leachate collection drains in the tipping floor and the trailer loading bay were clear of blockage and
appear to be functioning properly at this time.

17) Leachate is collected on-site and stored in an above ground tank which is pumped down and hauled for
treatment as needed. The leachate storage tank and secondary containment system appear well maintained and
to be functioning properly at this time. *The secondary containment drain valve has been left open. It is
recommended that this valve remain closed and locked during normal operations to ensure that leachate is
contained within the secondary containment basin during any possible leachate overflow events.
18) Overall, leachate and the leachate collection system appear to be well managed at this time.
19) This Facility utilizes steel hog-wire type fencing around the perimeter of the property to control windblown
litter.
20) Windblown litter was observed collected along the perimeter fence. *Please ensure that all windblown litter is
collected and disposed properly at the end of every workday or more often throughout the day as necessary.

21) This Facility maintains an adequate number of trailers on site to properly manage the volume of waste

received during operating hours.
22) The Facility is protected by highly visible, safety bollards at the entrance to the tipping floor, and at the
entrances to the trailer loading bay.
23) Signage is posted at the entrance to the tipping floor instructing customers of safe operating procedures.
24) There are five fire extinguishers maintained at the Facility for fire suppression: three in the transfer station,
one in the loader, and one in the transfer truck; all of which read a full charge.
25) There are three hose bibs in the transfer station for wash-down and fire suppression. Two are located at the
entrance to the tipping floor and the third is located in the trailer loading bay.
26) Signage is maintained on the tipping floor, adjacent to the trailer loading area, instructing customers to
deposit waste on the tipping floor only while the Transfer Station Operator is cleaning out the trailer loading
bay.
27) Waste received at this Facility is loaded into the transport trailers in a timely manner.
28) The Transfer Station tipping floor is cleaned and washed down daily and the interior walls are pressure
washed quarterly.
29) This Facility uses discarded mattresses to clean the tipping floor throughout the workday. A mattress that has
been used for tipping floor cleaning was observed behind the Facility. *Please ensure that all mattresses used
in cleaning operations are maintained on the tipping floor and disposed properly after they have come in
contact with waste and/or leachate.
30) The tipping floor is being adequately cleaned throughout the workday.
31) The tipping floor is well maintained and is in overall good condition at this time.
32) The area along the upper back wall of the trailer loading area was clear of waste during this Facility
Compliance Inspection.
33) The trailer loading area needs to be better policed throughout the workday. *Please ensure that this area is
cleaned of waste overflow as filled trailers are removed from the bay for transfer and at the end of each
workday. All waste collected waste should be properly disposed.
34) Recyclable metals and unacceptable waste streams are removed from the Facility for proper management
daily.
35) *Overall, this Facility appears well maintained, however, better policing of windblown debris and general
Facility cleanliness is needed.
