Section 1
General Information
The Shotwell C&D Landfill facility is located at 4724 Smithfield Road in Wendell, Wake County, North
Carolina. A Facility Site Plan is attached as Figure 1. Shotwell Landfill, Inc. owns and operates a
construction and demolition (C&D) landfill at the facility under Solid Waste Permit #92-26. The site
owner plans to expand operations to include a material recovery center (hereinafter referred to as the
‘Shotwell Landfill Recycling Center’ or ‘recycling center’). A USGS topographic quadrangle map
(Clayton, NC Quadrangle) depicting the site area is attached as Figure 2. A FEMA Flood Insurance
Map is attached as Figure 3. The site lies within Zone X, designated as areas of minimal flood hazard.
Wake County representatives have reviewed the Site Plan for the proposed recycling center.
Conformance with the Shotwell Landfill’s Special Use permit was confirmed as evidenced by the
attached documentation (Appendix A and Figure 4).

Section 2
Property Information
The Shotwell Landfill facility consists of one irregular-shaped parcel of land totaling approximately
135.46 acres, currently recorded as PIN number 1761682890 according to the Wake County Tax
Assessor’s Office. The landfill is accessed from Smithfield Road to the east.
A legal description of the property can be found in Exhibit A in the property deed (Book 8140, Page
643) and is as follows:
BEGINNING at a P.K. nail set in the centerline of N.C.S.R. 2233 (Smithfield Road), said P.K. nail being
distant South 35° 13’ 19” East 2,029.16 feet from the intersection of the centerlines of N.C.S.R. 2233
and N.C.S.R. 2508 (Bissette Road); runs thence along and with the centerline of N.C.S.R. 2233 the
following nine courses and distances: (1) South 35° 26’ 18” East 124.50 feet to a point; (2) South 34°
56’ 44” East 100.88 feet to a point; (3) South 34° 27’ 21” East 89.62 feet to a point; (4) South 33° 57’
01” East 82.04 feet to a point; (5) South 33° 25’ 52” East 113.85 feet to a point; (6) South 31° 51’ 44”

Planners, Surveyors.

BEING all of Tract 3A as shown on survey for Central Carolina Associates as shown on map prepared
by Rivers and Associates, Inc. recorded in Book of Maps 1997, Page 1249, Wake County Registry.
A copy of the property deed is attached (Appendix B). As noted above, a USGS topographic
quadrangle map (Clayton, NC Quadrangle) depicting the site area is attached as Figure 2. The
approximate property boundaries of the landfill and the recycling center area are illustrated on the
USGS map.

Section 3
Operations Plan
The Shotwell Landfill recycling center proposes to accept non-hazardous construction and
demolition debris for the purpose of screening, separating, redistributing, and marketing certain
components of the select waste stream. The following sections summarize current operations (as they
pertain to the proposed recycling center), proposed operations of the recycling center, a Material
Screening Plan and equipment used for implementation at the recycling center.
Current Operations
Shotwell Landfill, Inc. owns and operates the Shotwell C&D Landfill in Wake County under a
Special Use permit issued by Wake County and an operations permit issued by the Solid Waste
Section, Division of Waste Management of the North Carolina Department of Environmental Quality
(NCDEQ). Based on their experience at the facility, approximately 50 percent of the C&D waste
brought to the facility will be reclaimed with the remaining 50 percent disposed of in C&D landfill. On-
site development consists of a main entrance road, scale and scale house, material storage area,
stormwater management areas and C&D disposal areas.
Operator
Mr. David King or his authorized representative, whom will be a certified landfill operator, will be
directing the contained landfill operations. In accordance with Rule .0542(j)(2) and N.C.G.S.130A-
309.25, Mr. King or his authorized representative trained in landfill operations will be on duty at the
site while the facility is open for public use and at times during active waste management operations
to confirm compliance with operational requirements.
Operating Hours
The landfill normal operating hours are from 7:00 a.m. to 4:30 p.m., Monday through Friday. The
facility will be closed on the following major holidays: New Year’s Day, Memorial Day,
Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. The operator may elect to
modify these hours from time to time or as necessary.
Site Access and Safety
Access to the landfill is controlled through a single access road with a secure gate to prevent access
when the landfill is not open. A sign containing information required in Rules .0542(j)(5) and
.0542(j)(6) is posted at the landfill entrance. Traffic signs or markers will be provided as necessary to
promote orderly traffic patterns to and from the disposal area and to maintain efficient operating
conditions. During operating hours, traffic is routed from the entrance gate and scale house to a
road leading to the disposal area. The road is maintained so that it is passable during most weather
conditions.
Dust, Odor, Vector and Litter Control
Dust will be controlled primarily by wetting with the use of an on-site water truck. In areas of continued
dust sources, stone placement will be provided. Oil will not be used for dust control.

Odors and disease vectors will be controlled in order to protect human health and the environment by
minimizing the working area and segregation/direct landfill disposal of source material. In addition,
sanitary conditions will be maintained with a water wash down. Anticipated wash down frequency is
daily but will not exceed weekly.
Litter control will be accomplished by daily manual policing. As conditions require, policing will be
increased to meet site specific requirements and conditions.
Fire Control
Fire extinguishers will be located within the recycling center. Operators will be trained in the use
of extinguishers. Fire extinguishers are to be used for small, localized fires. A stockpile of soil will
be maintained near the recycling center which will be used for extinguishing small surface fires that
may be too large to control with the fire extinguishers. In addition, an on-site water truck will be
available for small fires.
Emergency equipment and assistance (i.e., 911) will be called in the case of fires too large to be
extinguished with fire extinguishers, soil or a water truck as described above. Water contained in
the on-site pond or stormwater management ponds can be used in an emergency to aid local
firefighters in extinguishing large fires.
The recycling center operator will evaluate the situation to determine whether the fire can be
extinguished using fire extinguishers or equipment present at the site, or if off-site equipment will be
needed. If necessary, the local fire department (911) will be called to render assistance in
extinguishing the fire.
If there is a fire or explosion at the recycling center, the operator will notify the Division of Solid
Waste Management and report whether the fire has been controlled and what (if any) environmental
damage may have occurred. The Division of Waste Management Rule .0542(i)(4) requires that
fires or explosions that occur be reported verbally to the Division within 24 hours and in writing
within 15 days. Written notification will include the suspected cause of fire or explosion, the response
taken to manage the incident, and the action(s) to be taken to prevent the future occurrence of fire.
Waste Acceptance and Disposal
The Shotwell C&D Landfill only accepts those solid wastes which it is permitted to receive. The
landfill accepts only C&D solid waste which, as defined in Rule .0532(8), includes only solid waste
generated solely from the construction, remodeling, repair, or demolition operations on pavement,
buildings or structures. C&D waste does not include municipal and industrial wastes that may be
generated by the on-going operations at buildings or structures.
Record Keeping and Training
Operational records are maintained at the landfill in accordance with its operating permit. Training is
conducted in accordance with industry standards and the landfill’s operating permit requirements.
Proposed Operations for the Recycling Center
Conditions of Acceptance
The waste accepted at the proposed recycling center will be debris from building construction,
remodeling, repair and structure demolition. The proposed recycling center will receive waste from
Wake and portions of Johnston counties to remain consistent with Shotwell Landfills current franchise
with Wake County. Should Shotwell Landfill modify its franchise with Wake County, then the recycling

center would also accept material from the new service area. Prior to separation, the debris from
each load will be screened visually by trained personnel for potential hazardous materials. Haulers
will be notified of acceptable or unacceptable loads and materials prior to dumping. Haulers of
unacceptable loads are responsible for removing their waste from the facility. Acceptable materials
include wood, roofing, plastic, ferrous & nonferrous metals, concrete, cardboard, brick, asphalt,
carpet, dirt and other miscellaneous C&D materials. Unacceptable wastes include any regulated
quantity of hazardous waste, friable asbestos, any liquid waste or other materials banned from
disposal in C&D landfills by North Carolina rules or statutes. By-pass materials are materials that the
facility will accept, but cannot be reclaimed, recycled or sold. Examples of by-pass materials include
treated wood, asphalt, roofing materials, visqueen and carpet. The by-pass materials will be disposed
of in the C&D landfill. Materials which cannot be reclaimed or recycled will also be disposed of in the
Shotwell C&D Landfill under Solid Waste Permit Number 92-26.
In order to comply with North Carolina’s guidelines for treatment and processing facilities, each load
entering and exiting the site will be weighed at the scalehouse. This will document the facility’s
amount of recyclable materials removed from the waste stream. Records of weight, material type,
and use will be made by the scalehouse attendant. The operator of the facility will review these
records monthly and submit documentation to the North Carolina Solid Waste Section for review on
an annual basis.
Facility Operators
Mr. David King, or his authorized representative, will be the on-site manager. The on-site manager is
responsible for site operations. A qualified representative who has received training to recognize
hazardous and asbestos-containing material will be present on-site.
Stormwater Management
Stormwater run-on will be minimized by use of diversion ditches, an on-site stormwater collection
system and an elevated curb on the concrete pad perimeter to divert stormwater away from operations.
Recycling center run-on and adjacent areas will be managed using engineered surface water control
features as outlined on Figures 5-7.
The working pad will be covered in its entirety by a metal seam roof to minimize rainfall contact with the
waste (see Figure 4 for details). In the event of extreme events (e.g., a combination of rainfall and
winds resulting in water accumulation on the working pad) and when safety is deemed a concern by the
operator, operations will be temporarily suspended until normal conditions prevail. Water generated on
the working pad from rainfall or other activities (e.g., dust control, wash water, etc.) will be contained by
use of a trench drain collection system. The processing pad will be sloped to divert water to the trench
drain. Water collected in the trench drain will be directed to an oil/water/grit separator. Oils generated
from the oil/water/grit separator operation will be managed by having a third party collect the material
for off-site processing/disposal at a facility licensed to manage the material. Sediment collected from
the separator will be disposed at the landfill. Water generated from the separator will be contained in
an underground tank for disposal at the City of Raleigh wastewater treatment plant. See Figure 4 for
details. For wet loads placed on the sorting pad, wood and/or wood chips will be used to adsorb the
liquids and disposed in the on-site landfill.
Air Quality and Dust Control
A water truck will be used as needed to control dust during dry periods. This equipment is expected
to be on-site full time between the C&D landfill and the recycling facility.

Storage of Waste and Recyclable Materials
The following is a list of materials anticipated to be stored on the recycling center concrete pad/floor
prior to removal for ultimate disposition:
• C&D Residual/By-pass Material
• C&D Material (Unprocessed/Stockpiled)
• Wood and wood chips
• Processed C&D Material
• Ferrous Metals
• Non-ferrous Metals
• Concrete, Asphalt, and Brick
• Cardboard
• Fines (Recovered Screened Material)
Commodities will be stored in separate piles on the processing pad in designated areas only (see
Figure 4) and are to be sold when market conditions (i.e., commodity price and volume) will maximize
the economic return on the cost of reclamation. It is anticipated that commodity recovery will
approximately 25 percent of the waste stream entering the landfill. Accordingly, the time that each
commodity will remain stockpiled varies depending on market conditions. Commodity material pile
storage will be segregated by use of jersey barriers and/or concrete separating walls. The storage
piles will be protected by a back wall. The height of the piles will approximately match the height of the
picking stations. Storage piles at the facility will be sized and sloped as appropriate for site and worker
safety. Distance between piles that are not contained will be determined based on equipment
specifications and will allow access in the event of a fire or other emergency. It is possible that
material piles will be adjacent to one another separated by jersey barriers and/or concrete walls. As
necessary, full bins of commodity materials going to market may be stored off the pad at the landfill’s
wood processing center. If required, these bins will be covered to avoid contact with rainfall.
Remaining commodity (and non-commodity) materials will be stored under roof on the processing pad.
Non-commodity materials will be stored in separate piles on the remaining area of the processing pad
in designated areas only and will be separated from commodity materials.
It is anticipated that the maximum volume of unprocessed waste and recyclables on the processing
pad will be approximately 700 tons at any given time (100,000 tons/260 operating days * 2 days for
processing, rounded down). It is anticipated that the maximum volume of unprocessed waste on the
processing pad will be approximately 525 tons at any given time (75 percent of 700 tons). Materials
placed on the processing pad will be processed within two days under normal operating conditions.
Separation and Processing of Material
Material will enter the site by first passing over the scales, where total weight, source of the load and
material type will be noted. After leaving the scales, material will be unloaded onto a concrete pad
where it will be screened for unacceptable wastes (via a sorting excavator). Incoming trucks will be
held until their loads can be screened, unless there is a high traffic volume. The recycling center
will be responsible for managing unacceptable waste on-site. Large quantities of non-recoverable
material may be taken directly from the scalehouse to the landfill and not subjected to the screening
and picking process. An overview of sorting operations is provided on Figure 8.
An initial gross separation will occur in the tipping area where oversized material and recoverable
items will be pulled and placed into designated storage areas. After this initial sorting, material with
be moved to the tipping area and loaded (via a loader) onto the screener. The heavy duty screener
separates the material that is less than 2 inches from larger material. Fines containing large quantities
of dirt may be further screed and re-sold for use in soil applications. If appropriate markets are not

available, excess fines will be used as daily cover, in accordance with Solid Waste Section guidance
document “Approved Alternative Daily Cover Materials For Use at Sanitary Landfills,” Document No.
20365 (see link below). To use the fines as cover, see page 2 about placing a notice in the operating
record and notifying the Solid Waste Section, and the specific directions for using the fines are on page
6.

After screening, a conveyor moves the material to the picking stations where hand separation of
recyclable materials from by-pass (waste) materials occurs. The picking line will be elevated over
four separate steel bins. It is anticipated that the configuration of the bins will be as follows: one for
clean wood, and one for ferrous/non-ferrous metal, cardboard and concrete/asphalt/brick. Once a
bin is full, the material will be moved by machine to the designated storage area either on the
processing pad for that material. Materials such as treated wood, roofing, dirt, carpet and other
miscellaneous materials that are not hand separated are deposited at the end of the picking line for
disposal in the on-site landfill. These by-pass materials will be stockpiled, loaded on trucks and
transported to the landfill at the end of each operating day.
During high winds, significant rainfall events or other unusual circumstances that endanger the
safety of personnel, operations will be discontinued. During wet conditions, waste will not be tipped
into accumulated precipitation areas.
Final Disposition of Unacceptable Material
Because of the possibility that hazardous material could be received at the site, the recycling center
will be considered a small quantity generator, as defined by the United States Environmental
Protection Agency. Under these regulations, the site may accumulate between 100 and 1000
kilograms of hazardous material per month for a 90-day period. Should this material be
accumulated, the owners plan to contract the transport and disposal of the material to licensed and
qualified transporters and permitted treatment, storage and disposal facilities.
A container will be provided for storing unacceptable non-hazardous wastes (e.g., food wastes,
household garbage, etc.) that is accepted and co-mingled with the C&D waste. This waste will be
taken to a municipal solid waste landfill for disposal at least weekly.
Final Disposition of By-pass Material
By-pass material will be shipped daily, or when the existing facility permit limit is accumulated, to the
on-site C&D landfill. In the event of a major disturbance to the on-site landfill, by-pass material will
be shipped to another NCDEQ permitted facility located within proximity (e.g., Red Rock, Material
Recover, Highway 55 C&D landfill, etc.).
Final Disposition of Recyclables
Materials that can be effectively recovered from the recycling process will be sold and hauled to
various parties with which Shotwell Landfill, Inc. has developed business relationships. Depending
on economic considerations and market fluctuations, Shotwell Landfill, Inc. intends to market the
following materials:
• Ferrous/Non-Ferrous Metals
• OCC-Cardboard
• Wood waste
• Crushed brick/block/concrete

• Plastic (film and rigid)
• Other recoverable materials (as markets allow)
• Fines
Marketable recycled material inventories will be kept on file at the landfill/recycling center. These
materials will be weighed on the existing site scales prior to exiting the facility. The majority of
recyclables (i.e., 75 percent) will be removed from the site at least yearly and will be monitored by use
of the aforementioned inventory system.
Material Screening Plan
Purpose
The purpose of this plan is to comply with 15A NCAC 13B.0302(2). The key elements of the plan
include:
1. Visual inspection of each load that enters the facility
2. Recordkeeping
3. Training of facility personnel
4. Asbestos Containing Material Management
5. Processing Pad Maintenance
6. Contingency Plan
Procedure for Visual Inspections
1) Initial visual inspections will begin as each truck unloads their shipment onto a concrete pad.
The truck and driver will be detained if unacceptable material is discovered during the unloading
process.
2) The shipment will be spread with appropriate equipment and/or hand tools as necessary.
Loads that include items such as large, closed containers will be hand-raked to avoid possible
rupturing of the containers. Personal protective and safety equipment will be used such as
leather or rubber gloves, safety boots, safety glasses, hardhats and dust masks. A long handled
hoe and fire extinguishers will be available to personnel.
3) The Shipment will be examined for unacceptable and/or hazardous waste and safety hazards by
observing the following:
• Containers with hazardous placarding or markings;
• Asbestos Containing Material;
• Household garbage;
• Containers with liquids, oils, varnishes, stains, or paints;
• Regulated biomedical (red bag) waste;
• Material with chemical odors, powders, smoke, dusts, or vapors;
• Drums or commercial-sized containers;
• Materials with bright or unusual colors;
• Household hazardous wastes; and
• Waste banned from landfill disposal by NC statute or rule.

4) In the event that unacceptable wastes are found in a shipment, the following actions will be
taken:
• Hauler is responsible for removing unacceptable waste from the facility;
• Hold suspect waste for identification by on-site personnel and, if necessary,
confirmation by others such as a contract laboratory, hazardous waste management
firm, or state and/or federal regulator;
• Interview driver and hauler to identify the source of suspect waste in the load;
• Hold rejected shipment for generator;
• Arrange for a hazardous or liquid waste collection by a licensed collector; and
• Properly clean the screening area to prevent contamination.
5) Prepare Documentation:
• Record inspection results;
• Retain reports; and
• Report hazardous or unacceptable shipments to the Solid Waste Section, DWM, NCDEQ.
Record Keeping
Report forms for record-keeping purposes will be completed when unacceptable materials are
observed. Reports and resulting correspondence will be maintained at the facility.
Training
Training will be completed in accordance with industry standards and the landfill’s operating permit
requirements. Additional training will be provided to the recycling center staff for awareness training,
safety training and supervisor training (as applicable). Training programs will be refreshed annually, at a
minimum.
Asbestos Containing Material Management
The purpose of this section is to describe the asbestos awareness training, and handling of Asbestos
Containing Materials that potentially are in the waste stream when processing C&D materials. All
workers at the facility will have completed a 2-hour asbestos awareness training, with completion
certificates kept on-site.
Awareness Training
Employees associated with C&D processing will undergo asbestos containing material awareness and
supervisor (as applicable) training. The components of the employee’s Asbestos Awareness Training
will include types of asbestos, health effects of asbestos, and common uses in building materials. On-
site employees will also take annual refresher training courses.
Operations
Operation of the reclamation facility as related to management of Asbestos Containing Materials is
outlined as follows:
• Upon receipt of waste, trucks will be properly covered until such time that unloading is required.
• Incoming loads to the processing area will be examined by the pre-sort area employee.

• Initial visual inspection will occur when the vehicles dump their loads onto the waste receiving
pad and pre-sort area.
• The pre-sort area employee will serve as the asbestos inspector whose duties include checking
each load for possible asbestos containing materials.
• The equipment operator responsible for loading material from the processing area into the feed
hopper will perform another visual inspection during the loading process.
• Appropriate facilities and operations will be in place to minimize dust.
• Screening employees will be provided protective dust breathing masks for use while
processing/screening waste.
• Should suspect asbestos containing materials be observed, the material will be immediately
dampened until there is no visible dust and will then be covered or bagged and segregated from
activities.
• A licensed asbestos inspector will take a sample for analysis for suspect asbestos.
• Upon discovery of regulated asbestos, the recycling center will alter operations as necessary for
the asbestos to be properly removed by a licensed company.
Processing Pad Maintenance
The processing pad will be maintained and cleaned on a periodic basis. Cleaning will be accomplished
for the pad with a water wash down. Anticipated wash down frequency is daily but will not exceed
weekly. Trucks serving the recycling center will be washed weekly. Repairs to the processing pad will
be made in a timely manner to confirm no environmental impacts occur and to maintain the integrity of
the pad to confirm safe operating conditions.
Contingency Plan
Management Plan for Unacceptable Materials
In the event that unacceptable material is identified and unloaded on the processing pad, the suspect
material will be isolated. The waste will be held until it can be shipped to the appropriate waste disposal
unit. During the interim, the waste will be properly secured against unauthorized removal, segregated
from other operations and protected against inclement weather conditions. In addition, proper storage
will be dictated by RCRA 40 CFR 264 (Standards for Owners and Operators of Hazardous Waste
Treatment, Storage, and Disposal Facilities) and other applicable regulations. It will be the
responsibility of the facility owner to contract the proper transport and disposal of the unacceptable
material by qualified personnel.
Management Plan for By-Pass Material
By-pass material includes treated wood, roofing materials, dirt, carpet and other miscellaneous
material. The by-pass material will be taken to the permitted on-site C&D landfill.

Management Plan for Recyclable Material
Reclaimable material will include clean wood, plastic, non-ferrous metals, ferrous metals, cardboard,
concrete, brick and asphalt. Clean wood products that have been deemed recyclable will be moved to
the landfill’s wood processing center or stored off the working pad for shipment, as applicable.
Concrete and asphalt will be stored on-site until quantities reach an appropriate level for further
processing. Clean wood and concrete/asphalt may be stored outside the working pad without the use
of a container. Other reclaimable materials will be containerized outside the working pad and will be
shipped off-site as the quantities and market conditions reach appropriate levels.
Equipment for Recycling Operations
Capability and Arrangement of Processing Equipment (see Figure 8)
The system includes the following equipment (or equivalent):
Recycling Equipment
1) The throughput capacity for the recycling equipment is 60 tons per hour. This gives the
recycling center the ability to process approximately 480 tons during an eight-hour shift.
2) One (1) Finger Screen 66” wide by 32’ long installed on an elevated structure.
3) One (1) Elevated Picking Platform and Structure consisting of; picking platform 16’ wide by 40’
long with 12’ clearance under platform, conveyor guarding and safety stop pull chords on both
sides, eight (8) picking boxes – four (4) on each side.
4) One (1) 72" wide x 71' long Variable Speed Pick Belt Conveyor.
5) One (1) inclined fines idler transfer belt conveyor with Stainless Steel head pulley assembly.
Unit will include infeed chute, discharge chute and supports.
6) One (1) Self-Cleaning Suspended Overhead Magnetic Separator to remove ferrous material
from fine material.
Loading Equipment
1) Excavator: The primary function of this equipment will be to load material from the tipping
area to the feed hopper.
2) Loader: The primary function of this piece of equipment will be to push material on
the tipping pad towards the excavator and pre-sorted material away from the excavator
for processing. In addition, it will be used to load material onto the screener and reclaimed
and by-pass material on to receiving trucks to be shipped from the recycling center.
Other Equipment
1) A mobile crushing unit will be brought on-site on an as needed basis for crushing concrete.
2) Water truck: to provide water at various locations for dust control.

Section 4
Sedimentation and Erosion Control Plan
Erosion and sediment will be controlled on the site to prevent the discharge of pollutants into waters
of the United States as required by the Clean Water Act. This includes, but is not limited to, the
National Pollutant Discharge Elimination System (NPDES) requirements, Section 402. In addition,
the site will not cause the discharge of non-point sources of pollution to waters of the United States,
including wetlands, that violates requirements of an area-wide or state-wide water quality
management plan that has been approved under Section 208 or 319 of the Clean Water Act, as
amended (i.e., Neuse River basin rules). Surface water will be diverted from the operational area
and will not be impounded over, or in, waste.
Existing conditions: The project development site is a 3.47 acre portion of the 135.46 acre parcel of land
hosting the permitted Shotwell Construction and Demolition Landfill. The Recycling Center (i.e., project
development site) has access off the existing landfill driveway south of the scale house. The 3.47 acre
development site is hydrologically characterized as 0.90 acres managed open space (MOS), 1.41 acres
gravel lot and 1.16 acre woods. The soils are of the “B” type soil group ApB2. There are no wetlands within
the approximate 3.4 acre tract of land for the proposed recycling center.
The site is located in the Upper Neuse river basin and the Mark’s Creek watershed and is in a non-water
supply watershed. There is an existing detention basin located at the southwest corner of the development
site that is used as a sediment basin with a riser and gravel filter outlet to receive runoff from the landfill area
to satisfy NPDES pollutant control requirements. The majority of the project development site area flows to
the sediment basin. This basin is sized to control the 1-year storm event after build-out of the contributing
landfill area. There are no FEMA floodplain or stream buffers in the project development area. The detention
basin currently has a contributing drainage area of 5.78 ac. and discharges to an on-site stream that is an
intermittent stream feature on the USGS map. A 50-feet wide Neuse River riparian buffer is applied to this
feature below the piping network discharge.
Proposed Conditions: The proposed improvements associated with this 3.47 acre development site are to
build a 21,700 square feet Recycling Center building with an 83,661 square feet gravel lot and to add 1,280
square feet of pavement widening to the driveway adjacent to the existing scale house. The proposed
hydrologic conditions for the 3.47 acre site are 0.03 acre pavement impervious, 0.50 acre building
impervious, 1.92 acre gravel lot, 0.94 acre MOS and 0.08 acre woods. The total disturbed area is 3.10
acres.
The existing detention/sediment basin will be fitted with a 2” Faircloth skimmer and the vast majority of the
on-site disturbed area will be routed to it by two perimeter diversion ditches that will become permanent
grass channels. The sediment basin is oversized in both surface area and volume.
There is a small disturbed area (0.04 acres) north of the scale house that flows northward and into an
existing sediment and stormwater control pond north of the scale house. This small 0.04 acre disturbed area
will not require any additional sediment control measures due to the small size, short duration of exposure
and flow directed into an on-site sediment basin.
Vegetative and structural erosion and sediment control practices have been designed to prevent
excessive on-site erosion and to control sediment from leaving the facility. Sediment control
devices will be constructed and maintained according to the North Carolina Erosion and Sediment
Control Planning and Design Manual. A Site Grading Permit has been issued by Wake County
(approved February 25, 2014).

Financial Assurance
The recycling center will be housed within the limits of the existing permitted Shotwell Landfill C&D
operations. Accordingly, the recycling center proposes to use the existing financial assurance
mechanisms currently in place with the NCDEQ for the permitted Shotwell Landfill operations.

Section 6
Traffic Study
As noted in Section 5 above, the recycling center will be housed within the limits of the existing
permitted Shotwell Landfill C&D operations. No additional traffic will be generated by the proposed
recycling center. After existing traffic enters the landfill and is weighed at the scale house, vehicles
containing material to be processed will be directed to the recycling center. Remaining vehicles (not
containing material to be processed) will be directed to the area of the landfill where current waste
disposal operations are proceeding. Accordingly, given no additional traffic generated by the planned
operations, the recycling center proposes to use the existing traffic study currently in place with the
NCDEQ for the permitted Shotwell Landfill operations.

A mandatory preconstruction meeting is required between the owner, contractor and Wake County prior
to issuance of the Land Disturbance (Grading) Permit. The permit fee of $1,000.00 is due at that time.

IMPORTANT!
No land disturbing activity may commence on the site until all required permits have been paid
for and issued. Failure to secure permits before proceeding with demolition, stockpiling of
materials, clearing/grubbing, or grading activity will result in a Stop Work Order, Notice of
Violation, or other enforcement action with potential fines. This approval letter does not imply
permission to start without a permit.

Due to the location of this project, it should be noted that a rule to protect and maintain existing
buffers along watercourses in the Neuse River Basin became effective on July 22, 1997. The Neuse River
Riparian Area Protection and Maintenance Rule (15A NCAC 2B.0233) applies to all perennial and
intermittent streams, lakes, ponds and estuaries in the Neuse River Basin with forest vegetation on the
adjacent land or “riparian area”. In riparian areas with existing forest vegetation in the first 30 feet
directly adjacent to the stream, the rule prohibits land disturbance, new development and fertilizer use
within the first 50 feet of land next to the water. In riparian areas with forest vegetation that is less than
30 feet wide, the rule prohibits land disturbance, new development and fertilizer use within the area that
contains forest vegetation (but not the entire 50 foot riparian area). For more information about this
riparian area rule, please contact the Division of Water Quality’s Wetland/401 Unit at 919-807-6300.
Wake County enforces the Neuse Buffer Rules in both the Cape Fear River Basin and the Neuse River
Basin.
Wake County’s sedimentation pollution control program is performance oriented, requiring
protection of the natural resources and adjoining properties. The County has the power and right to enter
the subject property at reasonable times for the purpose of conducting compliance inspections. If at any
time during the project it is determined that the Erosion and Sedimentation Control Plan is inadequate to
meet the requirements of the Erosion and Sedimentation Control Ordinance of Wake County, this office
may require revisions in the plan and its implementation to ensure compliance with the Ordinance.
All projects that have approved plans for an E&SC permit on or after Aug. 3, 2011 are covered by
the NPDES Construction Stormwater General Permit, NCG 010000. In addition, effective October 1,
2010, persons conducting land-disturbing activities larger than one acre must inspect their project after
each phase of the project, and document the inspection in writing. A packet with information on the
NPDES General Permit and the Self-inspection Program will be provided at the preconstruction meeting.
Please note that this approval is based in part on the accuracy of the information provided
concerning financial responsibility. You are requested to file an amended Financial Responsibility Form
if any changes become necessary.

facility at any time, and a statement on how the number was calculated.
h.Please clarify that storage of materials will only occur under roof on the concrete pad.
i.The majority of recyclables (75%) must be removed from the site at least yearly. Address how
this will be managed.
3.Clarify in text or drawings that the entire 21,700 square foot concrete pad will be covered with the
roof, and describe the roof structure.
4.Please provide a drawing or sketch showing the extent of the concrete pad that will be curbed, and the
height of the curb.
5.Where is the wood and plastic grinder to be operated? Please discuss the operation in relation to the

ELM Site Solutions, Inc. (ELMSS) herein submits the following response to comments for the
above-referenced project. The comments received in your electronic mail of February 4, 2015
are listed below with a response provided for each item (in italics/underline). This information is
contained in the attached Revised Permit Application and revised Site Plan. As requested,
information that has not been modified from the original application (i.e., text, figures and
appendices) is not included in the aforementioned attachments.
1.Operations Plan
a.The Dust, Odor, Vector, and Litter Control Section, the Fire Control Section – Text
should address these conditions as it applies to the recycling center instead of the
landfill. Each of these two sections has been modified to describe operations for
the recycling center.
b.Address litter control. This has been addressed in the ‘Dust, Odor, Vector and
Litter Control’ section.
c.Stormwater Management – How will the working pad be sloped? See attached
revised Site Plan. The working pad will be sloped to a trench drain, which will
discharge to an oil/water separator and ultimately to the existing on-site septic field
on the landfill property. How will the liquid from a wet load being dumped on the

sorting pad be managed? The modified text indicates that wood and/or wood
chips will be used to adsorb the liquids and disposed in the on-site landfill. Will

unprocessed? Yes. What are shredded chips? Wood Chips. The term ‘shredded

and the loader in this section. After leaving the scales, material will be unloaded
onto a concrete pad where it will be screened for unacceptable wastes (via a
sorting excavator). After this initial sorting, material with be moved to the tipping
area and loaded (via a loader) onto the screener. The revised application reflects
these comments.
f.Separation and Processing of Materials – Please add to the sentence, “If
appropriate markets are not available, excess fines will be used as daily cover, in
accordance with Solid Waste Section guidance document “Approved Alternative

condition. Cleaning will be accomplished for the pad with a water wash down.
Sanitary conditions will be maintained with a water wash down. Anticipated wash
down frequency is daily but will not exceed weekly.
2.Storage of wastes and recyclables:
a.How will everything be stored, including fines – stockpiled on the pad? How will
the picking containers be handled when full? If it is stockpiled, how will piles be
organized – jersey barriers or separating walls? Will the piles have a back wall?
How will the size of the piles be managed for site safety (height, distance between
piles, etc.)? Commodities will be stored in separate piles on the processing pad in
designated areas only (see Figure 4) and are to be sold when market conditions
(i.e., commodity price and volume) will maximize the economic return on the cost
of reclamation. Accordingly, the time that each commodity will remain stockpiled
varies depending on market conditions. Commodity material pile storage will be
segregated by use of jersey barriers and/or concrete separating walls. The
storage piles will be protected by a back wall. The height of the piles will
approximately match the height of the picking stations. Distance between piles will
be determined based on equipment specifications. It is possible that material piles

will be adjacent to one another separated by jersey barriers and/or concrete walls.
As necessary, full bins of commodity materials going to market may be stored off
the pad at the landfill’s Wood Processing Center. If required, these bins will be
covered to avoid contact with rainfall. Remaining commodity (and non-commodity)
materials will be stored under roof on the processing pad. Non-commodity
materials will be stored in separate piles on the remaining area of the processing
pad in designated areas only and will be separated from commodity materials.
b. Show the recyclable storage areas on the drawings. See the revised Site Plan
attached to this document.
c. What is the maximum volume of unprocessed waste that will be on the pad at any
given time? It is anticipated that the maximum volume of unprocessed waste on the
processing pad will be approximately 525 tons at any given time (75 percent of 700
tons). See calculations below.
d. It is stated that incoming wastes will be processed within 2 days normally. What
would be the maximum time? Assuming no force majeure conditions, it is
anticipated the maximum processing time will be five days.
e. How will non-recyclables (bypass) be handled at the end of the conveyor? It
should be stated that bypass will be transported to the landfill at the end of each
operating day. The revised application text indicates ‘Materials such as treated
wood, roofing, dirt, carpet and other miscellaneous materials that are not hand
separated are deposited at the end of the picking line for disposal in the on-site
landfill. These by-pass materials will be stockpiled, loaded on trucks and
transported to the landfill, typically at the end of each operating day.’
f. A container is needed for storing unacceptable non-hazardous waste (such as
food and drink waste or household garbage) that is accepted comingled with the
C&D waste. It should be noted that this waste will be taken to a MSW landfill for
disposal at least weekly. The revised application text indicates ‘A container will be
provided for storing unacceptable non-hazardous wastes (e.g., food wastes,
household garbage, etc.) that is accepted and co-mingled with the C&D waste.
This waste will be taken to a municipal solid waste landfill for disposal at least
weekly.’
g. Provide the maximum volume of all wastes and recyclables that will be onsite at
the recycling facility at any time, and a statement on how the number was
calculated. It is anticipated that the maximum volume of unprocessed waste and
recyclables on the processing pad will be approximately 700 tons at any given time
(100,000 tons/260 operating days * 2 days for processing, rounded down).
h. Please clarify that storage of materials will only occur under roof on the concrete
pad. Material processing and storage will occur under roof on the concrete pad.
As noted above, as necessary, full bins of commodity materials going to market
may be stored off the pad at the landfill’s Wood Processing Center.

I’ve completed review of the revised application for the material recovery facility at Shotwell Landfill and I have a few
additional comments and questions:
1. Operations Plan:
a. Please provide more information on the conical fabric roof –design, operation, and type of fabric. How
will it be secured to the ground, and will it be able to withstand winds and storms? What will be the
procedure if the roof fails? Provide a typical drawing of the roof.
b. Is the existing septic field sized large enough to accept the additional liquids from the MRF facility? Also,
the septic field may not be appropriate for the types of contaminants that are found in C&D waste
runoff. Please provide a copy of the approval from Wake County Wastewater.
c. Stormwater management, page 8 – With the trench drain collection system, I believe the last part of this
section that discusses the point for inspection and drumming of collected liquids no longer applies.
d. It should be stated that all workers at the MRF will have completed two‐hour asbestos awareness
training, and will have completion certificates kept onsite. The sentence about approval from Health
Hazards Unit can be removed.
2. Storage of waste and recyclables:
a. The plan should state that storage piles at the facility will be sized and sloped as appropriate for site and
worker safety, and that distance between piles, that are not contained, will allow access in the event of
a fire or other emergency.
b. We believe five days of incoming waste volume is too large to be stored onsite before processing, and
should be limited to two days.
c. Bypass waste should be taken for disposal in the landfill at the end of each day. Please remove
“typically” from the sentence, “… transported to the landfill, typically at the end of each operating day.”

d. Will clean wood material be moved to the wood processing area, or will it remain at the MRF facility

Dear Ms. Wilson:
ELM Site Solutions, Inc. (ELMSS) herein submits the following response to comments for the
above-referenced project. The comments received in your electronic mail of April 26, 2016 are
listed below with a response provided for each item (in italics/underline). This information is
contained in the attached Revised Permit Application and revised Administrative Site Plan. As
requested, information that has not been modified from the original application (i.e., text, figures
and appendices) is not included in the aforementioned attachments.
1. Operations Plan:
a. Please provide more information on the conical fabric roof –design, operation, and
type of fabric. How will it be secured to the ground, and will it be able to withstand
winds and storms? What will be the procedure if the roof fails? Provide a typical
drawing of the roof. The conical fabric roof has been replaced by a metal seam
roof, typical for installations of this type of construction and operation. General
construction details of the roof are provided on the attached revised Administrative
Site Plan (Figure 4).
b. Is the existing septic field sized large enough to accept the additional liquids from
the MRF facility? Also, the septic field may not be appropriate for the types of
contaminants that are found in C&D waste runoff. Please provide a copy of the

approval from Wake County Wastewater. The Operations Plan has been modified
by adding an oil/water/grit separator to collect water generated on the working pad.
Details for the management of oil, sediment and collected water are included in the
plan. Construction details are provided on the attached revised Administrative Site
Plan (Figure 4).
c. Stormwater management, page 8 – With the trench drain collection system, I
believe the last part of this section that discusses the point for inspection and
drumming of collected liquids no longer applies. The plan has been modified to
remove non-applicable language.
d. It should be stated that all workers at the MRF will have completed two-hour
asbestos awareness training, and will have completion certificates kept onsite.
The sentence about approval from Health Hazards Unit can be removed. The plan
has been modified to add/remove appropriate language concurring with the
request.
2. Storage of waste and recyclables:
a. The plan should state that storage piles at the facility will be sized and sloped as
appropriate for site and worker safety, and that distance between piles, that are
not contained, will allow access in the event of a fire or other emergency. The plan
has been modified to add/remove appropriate language concurring with the
request.
b. We believe five days of incoming waste volume is too large to be stored onsite
before processing, and should be limited to two days. The previous plan indicated
two days of volume for stored waste: ‘…. the maximum volume of unprocessed
waste and recyclables on the processing pad will be approximately 700 tons at any
given time (100,000 tons/260 operating days * 2 days for processing, rounded
down).’ The plan has been modified to remove the following: ‘Assuming no force
majeure conditions, it is anticipated the maximum processing time will be five
days.’
c. Bypass waste should be taken for disposal in the landfill at the end of each day.
Please remove “typically” from the sentence, “… transported to the landfill,
typically at the end of each operating day.” The word ‘typically’ has been removed
from the referenced sentence.
d. Will clean wood material be moved to the wood processing area, or will it remain at
the MRF facility after sorting? Clean wood will be stored at the landfill’s wood
processing center and/or outside the working pad. The plan has been modified to
confirm this information. Clean wood and concrete/asphalt can be stored outside
without a container, but other waste should be containerized outside of the MRF
facility. The plan has been modified to specify this requirement.
