ADDITIONAL COMMENTS
On August 16, 2016, John Patrone met with Troy Raco and Derek Bouchard to conduct a comprehensive inspection of
the Republic Services of North Carolina, LLC Bishop Road Transfer Station located on Bishop Road in Greensboro,
Guilford County.
1. The facility is owned by Republic Services of North Carolina, LLC and operated by K.R. Drenth Trucking, Inc.
2. The facility is open Monday through Friday 4:00 am to 7:00 pm and Saturday 6:00 am to 12:00 pm.
3. The facility is not open to the general public.
4. The facility permit, site plan, and operations plan were discussed.
5. The facility is permitted to receive municipal solid waste (MSW) generated within a 50 mile radius of the political
border of Guilford County. The service area includes the 26 counties as specified in the facility permit.
6. Municipal solid waste is hauled to the Uwharrie Environmental Regional Landfill (62-04) in Montgomery
County. The facility is permitted to haul MSW to four other disposal locations as specified in the facility permit.
7. The following are facility certified personnel:
a. Anthony Perez, Certified Transfer Station Operations Specialist, TS-2012057, exp. 06/22/18
b. Ronald Lee Settle, Jr., Certified Transfer Station Operations Specialist, TS-2014061, exp. 09/04/17
8. Mr. Raco stated that additional staff will receive operator training.
9. A vehicle scale test was conducted by the North Carolina Department of Agriculture & Consumer Services on
December 11, 2015. The scale was calibrated.
10. A vehicle scale test was conducted by Carlton Scale on June 24, 2016. The scale was calibrated, zero error noted.
11. The facility receives commingled recyclable materials (paper, plastic, glass, metal, and cardboard). The
recyclables are off-loaded on the right side of the transfer station building tipping floor. Throughout the day the
recyclables are loaded into transfer trailers to be hauled to the GDS Conover Transfer Station (18-05) - recyclable
materials processing operation.
12. The recyclable materials are separated from MSW by a small wall constructed of large concrete blocks.
13. When the facility permit is renewed, modified, or reviewed the recyclable materials transfer operation should be
described in detail.
14. The facility maintains records of the amount of material received for disposal. Throughput records were verified
for 2016. Municipal solid waste is hauled to the Uwharrie Environmental Regional Landfill.

for 2016. Recyclable material is hauled to the GDS Conover Transfer Station - recyclable materials processing
operation.
16. The facility annual report (FAR) was received by the SWS dated July 30, 2016. Tonnage of MSW received July
2015 through June 2016 is 140,734.67 and the tonnage of recyclable materials received is 7,148.25.
17. K.R. Drenth Trucking, Inc. hauls MSW and recyclables from the facility for disposal and recycling.
18. During the inspection there were three full MSW transfer trailers on site and two empty trailers.
19. The transfer trailers hauled-off each contain ~ 22 tons of MSW and ~ 14 tons of recyclable materials.
20. Commonly, about 25 – 28 MSW transfer trailers and two recyclable materials trailers are hauled-off daily.
21. Mr. Raco stated that full transfer trailers of MSW are generally not stored on site overnight.
22. Transfer trailers observed appeared to be in good repair.
23. The facility has two transfer trailers dedicated to haul-off recyclable materials.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

24. The facility generally receives four recyclable materials transfer trailers daily although, on Monday nine trailers
are generally received. Recyclable materials transfer trailers received each weigh ~ six tons.
25. Leachate from the transfer trailer load-out bay is piped to the City of Greensboro sanitary sewer system.
26. Leachate from the transfer trailer load-out bay drains to the leachate holding tank. The load-out bay floor is an
old scale. The leachate drains along the length of the scale to the holding tank.
27. The transfer station oil/water separator tank was pumped-out by Noble Oil Services, Inc. on June 29, 2016.
28. The transfer station tipping floor is sloped to allow leachate to drain to the load-out bay.
29. Leachate shall be removed from the tipping floor and load-out bay at the end of each workday.
30. Mr. Raco stated that if leachate accumulates on the tipping floor or in the load-out bay it is directed to the loadout
bay leachate floor/scale drain.
31. Water that accumulates at the entrance to the load-out bay (low area) shall be treated as leachate if it comes in
contact with solid waste.
32. Waste screening reports were verified for January 1 through August 12, 2016. The facility conducts two waste
screening per week.
33. The facility repaired the sheet metal exterior wall of the transfer station building at the load-out bay.
34. The facility does not accept scrap tires or white goods.
35. The transfer station building has four fire extinguishers.
36. The facility conducts a monthly internal safety and environmental audit of the transfer station and surrounding
operations. Records are maintained.
37. The facility has the transfer station building walls washed down quarterly. Records are maintained. Byrne Truck
Equipment conducted the transfer station building wash down on August 3, 2016.
38. Windblown material is required to be picked up at the end of each workday.
39. The Pinecroft-Sedgefield Fire Department can be contacted to address an emergency at the facility.
40. The facility is secured by a locked gate. Personnel are on site during operating hours.
41. Access roads are of all-weather construction.
42. The facility has proper signage.
43. The PTO expiration date is October 12, 2024.
44. The PTO renewal application shall be submitted to the SWS by April 12, 2024.
45. The PTO is subject to limited review by October 12, 2019.
46. The PTO limited review request is due by April 12, 2019.
