Turner Telephone: (910) 653-4810 Email address: jgtiv7@hotmail.com Fax: N/A FACILITY CONTACT ADDRESS: Same as above PARTICIPANTS: Connie Wylie, Chester Cobb John (Jack) Turner STATUS OF PERMIT: Active – permit expires December 31,2016 PURPOSE OF SITE VISIT: Complaint STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: N.C.G.S. 130A-291.1(d) Septage shall be treated and disposed only at a wastewater system that has been approved by the Department under rules adopted by the Commission or by the Environmental Management Commission or at a site that is permitted by the Department under this section. A permit shall be issued only if the site satisfies all of the requirements of the rules adopted by the Commission. On August 12, 2016, Mr. John Turner (S & S Septic Tank Pumping) informed Connie Wylie & Chester Cobb that he had discharged septage onto the ground surface on property owned by Southern Diversified Timber LLC (PIN 0164.00-25- 6895.000) off Buck Ridge Road, Clarendon in Columbus County. Mr. Turner stated that three separate discharge events (on August 8th, 9th and 11th) occurred on this property. There are two separate discharge locations into heavy vegetation and evidence of septage waste on the ground surface in both locations. The discharge of septage onto this property owned by Southern Diversified Timber LLC, which is neither a currently permitted septage disposal site nor a wastewater treatment system permitted to accept septage, is a violation of N.C.G.S. 130A-291.1(d). FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 No septage shall be discharged on land that is not a site permitted by the Department or at any location other than an approved discharge location under Septage Management Firm Permit #NCS-00282. Completely remove all septage and contaminated material (vegetation and soil) from the two discharge locations and properly dispose of this material at a MSW landfill. Please provide this office with the landfill receipts to document the proper disposal of the waste. The cleanup procedure was discussed with Mr. Turner during this inspection. ADDITIONAL COMMENTS 1. Coordinates were obtained for the discharge locations and photos were taken. Unable to fully inspect discharge areas due to thick vegetation. Mr. Turner stated that for the discharge on Monday 8th there were two septic tank loads on his vehicle, on Tuesday 9th there were three septic tank loads on his vehicle and on Thursday 11th there were two septic tank loads on his vehicle. At approximately 900 gallons per septic tank load this would be a total of approximately 6,300 gallons over the three discharge events. 2. Submit disposal authorizations for any wastewater treatment plant to be utilized so that those locations may be added to the current septage management firm permit. 3. The permitted vehicle for S & S Septic Tank Pumping was not inspected at this time. A review of the truck logs was not performed at this time. 4. During this meeting also briefly visited a proposed pine tree land application site at Mr. Turner’s property on 714 Mollie Iron Hill Road in Clarendon. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
