All photographs were taken by Troy Harrison on June 14, 2016. 2. The Septage Land Application Site consists of Field 1 (10.0 acres), Field 2 (3.8 acres) and Field 3 (5.1 acres) for a total of 18.9 usable acres for the land application of domestic septage (including portable toilet waste) and grease septage. 3. The site had accessible all-weather roads to the septage land application field covered under the permit. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Both fields had disposal area boundaries that were delineated with permanent markers which corresponded with the aerial photograph submitted with the permit application. Field 3 6. All septage discharges appear to have been made within the disposal area boundary. No recent discharges were observed. The fields were very dry at the time of inspection. 7. No evidence of standing liquid or pooled waste was observed. The waste appeared to be evenly distributed throughout the field. 8. No objectionable odors were observed. 9. The nutrient management plan appears to have been followed on all fields. 10. There was an area on the eastern border of Field One that was being used as a disposal area for concrete block, brick, lumber and other materials.
