Dear Mr. Evans:

The Division Waste Management (DWM), Solid Waste Section has determined that Edgecombe County
C&DLF Unit has met the continued operation requirements stated in Solid Waste Management Rule 15A
NCAC 13B .0547(4) and Permit Operating Condition No. 1, Part I of Attachment 3 of the PTO (DIN 9853)
dated March 31, 2010. The SWS hereby approves the permit amendment application (DIN 26597) and issues
Edgecombe County (the County) the Permit to Operate (DIN 26593) for a continued operating the Phases 1, 2,
3, & 4 of the Edgecombe County C&DLF Unit, under the Solid Waste Permit No. 3301-CDLF-1997. This 5-
year permit shall expire on March 31, 2020. One copy of the permit and the signed/sealed cover pages of the
approved permit amendment application are enclosed.

Please review the permit carefully and pay special attention to the Permit Condition No. 1, Part I of
Attachment 3 of the PTO (DIN 26593) that informs the County may be qualified to apply a Life-of-Site Permit
to continue operating the landfill according to NCGS 1230A-294(a2). If you have any questions of the permit,
