PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the notified land clearing and inert debris (LCID) landfill is in compliance with
15A North Carolina Administrative Code (NCAC) 13B .0563, .0564, and .0566)
STATUS OF PAST NOTED VIOLATIONS:

ADDITIONAL COMMENTS
On August 11, 2016, John Patrone conducted a comprehensive inspection of the Ricky Beal Grading & Septic Tank
Service LLC LCID Landfill on Walter Lambert Road in Goldston, Chatham County.
1. The Ricky Beal Grading & Septic Tank Service LLC LCID Landfill is a notified land clearing and inert debris
(LCID) landfill.
2. The LCID landfill is ~ 1 acre.
3. Mr. Beal stated that land clearing debris (LCD) on site has been received within the last month.
4. Much of the material received has been covered with soil.
5. Per 15A NCAC 13B .0564(9)(a), “The facility shall meet the following buffer requirements: 50 feet from the
waste boundary to all surface waters of the state as defined in G.S. 143-212.
6. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as
densely as practical into cells.”
7. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches
one acre in size, whichever occurs first.”
8. Side slopes should be graded such that a 3:1 slope ratio is obtained or a ratio of which no indication of erosion
or runoff is observed.
9. Ensure a ready supply of soil is available on site for cover material.
10. There was no indication of erosion or runoff.
11. Logs are removed from LCD and stored for firewood.
12. Open burning of solid waste is prohibited.
13. The facility has an all-weather access road.
14. The facility is secured by a steel cable and padlock.
15. The facility has a sign.
16. The entrance to the LCID landfill is on the right after mailbox 819, across from an abandoned blue house.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
