Dear Mr. Gibson:
The Solid Waste Section has completed a review of the Soil and Surface Water Sampling and Analysis
Report dated August 10, 2016 (DIN 26606) and submitted on behalf of the Winston-Salem/Forsyth County
City/County Utilities Commission by Golder Associates NC, Inc. for the Hanes Mill Road Landfill, Solid
Waste Permit Number 3402. The report was submitted in response to a leachate release that occurred
at the landfill and the approved Sampling Plan in Response to Leachate Response dated July 11, 2016 (DINs
26453 and 26454).
Subsurface soil sampling and surface water sampling was conducted on July 19, 2016 to evaluate the
extent of the potential environmental impacts from the release. The subsurface soil samples were
analyzed for Appendix I of 40 CFR 258 (Volatile Organic Compounds and Metals) and pH. In addition, two
surface water samples were collected from Grassy Creek. The surface water samples were analyzed for
Appendix I of 40 CFR 258 (Volatile Organic Compounds and Metals), BOD, COD, and chloride.
The analytical soil results indicated no volatile organic compounds exceeded the Preliminary Soil
Remediation Goals (PSRGs). In addition, cobalt, thallium, and vanadium were detected above their
Preliminary Soil Remediation Goals (PSRGs) for the Protection of Groundwater and the Residential Health
Based in all of the soil samples including the landfill’s background soil sample. Selenium was detected
above its Preliminary Soil Remediation Goals (PSRGs) for the Protection of Groundwater and the
Residential Health Based in two sample locations and in the landfill’s background soil sample. The
analytical surface water results indicated no exceedances of the NC 2B Surface Water Standards.
As a result, based upon the soil and surface water assessment conducted at the landfill, no additional
environmental assessment associated with this leachate release is required at this time. If you have any
