this Report of Gas Monitoring for the Second Quarter of 2016 for the subject site. This report
includes the results of the Second Quarter of 20ß methane and hydrogen sulfide monitoring of
permanent gas monitoring probes, select groundwater monitoring wells, and buildings located at
the property. The activities are outlined in the Methane Monitoring Plan; dated June 2014 which
was approved for implementation by the Solid Waste Section in their letter dated June 17,2014,
and also comply with the Landfill Gas Monitoring Guidance datedNovember 2010.

1.0 INTRODUCTION
1.1 Backeround
Cleveland County (County) had operated an unlined sanitary landfill located in the eastern part
of the county, approximately six miles northeast of Shelby, North Carolina. This unlined former
sanitary landfill is known as the West Site. The West Site has three areas, A, B and C, which
have been landfilled and no longer receive municipal waste as of January 1, 1998. The County
completed the construction of a new lined (Subtitle D) landfill unit on the East Site, which
became operational in July 1998 (Figure 1). Long Creek is located at the downgradient toe of
the West Site. Similarly, Buffalo Creek is located along the downgradient toe of the East Site.
Both the west Site and the East site are also separated by Long creek.
In 2009 the construction of the new landfill, known as the Self-McNeilly Site, was completed
(see Figure 2). The disposal of municipal solid waste at the Self-McNeilly Site began in
September 2009. The disposal of municipal solid waste at the East Site was discontinued at the
end of 2009. Therefore the municipal solid waste within Cleveland County is now disposed at
the Self-McNeilly Site. The SelÊMcNeilly Site is separated from the East Site by Buffalo
Creek.
1.2 Gas Monitorins Proqram
The Gas Monitoring Program for the former landfill (West Site) has included the monitoring of
the permanent property boundary gas monitoring probes around the site. The purpose of this
methane and hydrogen sulfide monitoring is to demonstrate regulatory compliance along the
property boundary as required by Title 154 North Carolina Administrative Code Subchapter 138
Section .1626@)(a)(ii) and .r626(4)(b) [lsA NCAC 138.r626(aXaXii) and .r626(4xb)]' For
public health and safety Cleveland County personnel continue on a weekly basis to monitor
landfill facility structures and off-site structures.
The locations of the gas monitoring probes are shown on the attached Figure l. In some areas
the property boundary is a perennial stream and no gas monitoring probes were installed along
that segment of the property boundary. Gas monitoring probes have been installed around the
site at various times over the years. Together both new and some of the old gas monitoring

probes, and the selected monitoring wells (i.e., when the top of the well screen is above the water
table), comprise the current property boundary gas monitoring for the West Site. The gas
monitoring probes located either along or near the property boundary, starting at the southeast
area of the West Site and going clockwise around the West Site, are currently as follows: EP-
l lS/D, MP-I4, LF-2, MW-19, MP-12, and MP-13'
Two gas monitoring probes (i.e., P-15 and P-16) were installed along the property boundary
northeast from the East Site in November 2008. This property boundary is the closest property
boundary to the East Site that is both on land and not separated by water from the East Site
Landfill.
The Methane Monitoring Program for the Self-McNeilly Site consists of seven gas monitoring
probes (MP-101 through MP-107) which were installed on October 13, 2008 by Municipal
Engineering Services, Inc. The gas monitoring probe depths ranged from 6.4 to 18.1 feet below
ground surface. The property boundary around the Self-McNeilly Site that is closest to the
currently active cell is along Buffalo Creek to the west. The closest land-based property
boundary to the currently active cell is located 1150 feet beyond Gas Probe MP-101 to the
southeast (along the Seaboard Coast Line railroad track).
1.3 Gas Data Collection and Presentation
The percentage of both methane and hydrogen sulfide gas in air data from the gas monitoring
probes were measured using a RKI Instruments Eagle 2rM gas monitor. These gas data were
subsequently downloaded from the RKI Instruments Eagle 2rM gas monitor and a hard copy is
retained as part of the landfill operating record (see Appendix A). Cleveland County has gas
monitors installed in both onsite and nearby offsite buildings to provide continuous monitoring
for gas in these structures.
Methane is explosive at concentrations ranging from 5 percent (%) of methane gas (lower
explosive limit - LEL) to 15 % of methane gas (upper explosive limit - UEL) by volume in air'
Hydrogen sulfide is explosive at concentrations ranging from 4.3 percent (%) of hydrogen
sulfide gas (LEL) to 46 o/o of hydrogen sulfide gas (UEL) by volume in air. SWS management

guidelines state that methane concentrations should not exceed either the LEL (5 % of methane
gas in air) at property boundaries or 25 yo of the LEL (l .25 % of methane gas in air) in facility
structures [1 5A NCAC 138.1626(4Xa)].
The gas measurement procedures used for monitoring gases at this Site follow both the
manufacturer's specifications for the gas monitor and those procedures outlined in Landfill Gas
Monitoring Guidance dated November 2010.

2.0 GAS DATA
2.1 Gas Data Results Summarv
2.1.1 West Site
The following briefly describes the historical trend to date for the property boundary gas
monitoring probes since measurements began on October Il, 1994 (EP-l1S/D, MP-12 and MP-
l3 since January 1999;LF-4 since October 2008, and MP-14 since October 2008):
o EP-llS/D: Methane has been undetected since 1999 through the Second Quarter of 2016
(i.e., except for two methane detections at}.lyo methane gas in air in August and October
2009).
o LF-2: Methane has been undetected since 2008 through the Second Quarter of 2016 (i.e.,
except for five methane detections ranging from 0.1% to 0.3Vo of methane gas in air
between August 2009 and August 2010, and a trace in July 2015).
o MW-19: Methane has been undetected since 2008 through the Second Quarter of 2016.
o MP-12: Methane has been undetected since 1999 through the Second Quarter of 2016
(i.e., except for four methane detections at 0.lo/o methane gas in air in April 2004,
November 2006, October 2009, and June 2010).
o MP-13: Methane has been undetected since 1999 through the Second Quarter of 2016
(i.e., except for seven methane detections consisting of three at0.3Yo of methane gas in
air [January, February and March 19991 and another four af O.lYo of methane gas in air
[April, 2}}4;November 2006, October 2009, and June 2010]).
o MP-14: Methane has been undetected since October 2008 through the Second Quarter of
2016 (i.e., except for three methane detections at0.l%o of methane gas in air in August
2}}g,November 2009, and June 2010, and a trace in July 2015).
Overall, methane measurements obtained from the property boundary gas monitoring probes
during the Second Quarter of 2016 are similar to previous trends. The property boundary gas
monitoring probes for the West Site did not exhibit methane for the Second Quarter of 2016 (see

Table l). No hydrogen sulfide gas was detected in any of the monitored probes at this site
during this quarter.
2.1.2 East Site
The following describes the historical trend for the property boundary gas monitoring probes near
contiguous land-linked adjacent properties located around the East Site Subtitle D landfill:
P-15: Methane has been undetected since 2008 (i.e., except 0.1%o of methane in air tn
August 2009). Methane was undetected during the Second Quarter of 2016.
P-16: Methane has been undetected since 2008 (i.e., except 0.lo/o of methane in air in
October 2009). Methane was undetected during the Second Quarter of 2016.
Overall, methane measurements obtained from the property boundary gas monitoring probes
during the Second Quarter of 2016 are similar to previous trends. The property boundary gas
monitoring probes for the East Site exhibited undetected methane for the Second Quarter of 2016
(see Table l). No hydrogen sulfide gas was detected in the any of the monitored probes at this
site during this quarter.
2.1.3 Self-McNeilly Site
Methane monitoring at the seven gas monitoring probes located around the active cell at the Self-
McNeilly Site was commenced on a quarterly basis at the beginning of 2010. The methane data
for April 27,2016 for these seven gas monitoring probes are provided in Table 1. The following
describes the methan e data for the Second Quarter of 2016 for the gas monitoring probes located
around the Self-McNeilly Site Subtitle D landfrll:

MP-106: Methane was detected at 0.32%o of methane gas in air during the Second
Quarter of 2016.
MP-107: Undetectable methane recorded during the Second Quarter of 2016.
Six of the seven of the gas monitoring probes had no detectable methane gas in air during the
Second Quarter of 2016. Only Gas Probe MP-106 exhibited methane gas in air during this
quarter (i.e., 0.32%o of methane gas in air). Gas Probe MP-106 methane concentrations were
below the LEL this quarter. Methane has been exhibited in this probe 19 times since the
beginning of 2010, with about half of these below the LEL. No hydrogen sulfide gas was
detected in any of the monitored probes at this site during this quarter.
2.1.4 Structures
SWS has requested that Cleveland County report methane data from the structures located
around the West Site. Therefore this requirement was inserted into the Methane Monitoring Plan
dated June 2014, and approved by SWS by letter dated June 17, 2014. The gas data for the
structures are shown in Table 2.
In both the fabrication shop and the Coal Yard Office the stabilized methane percentage of LEL
was detected at lo/o of LEL for methane gas in air (see Appendix A), even though the methane
readings on the instrument showed as undetected (see Appendix A) for both of these structures.
These stabilized LEL data are more representative of instrument drift, and the instrument was
subsequently recalibrated. Both of these structures, in addition to many other structures around
the site, have recently been installed with fixed gas monitors. The other structures listed in Table
2 exhibited no methane gas in air. No hydrogen sulfide gas was detected in any of the structures
at this site during this quarter.
2.2 Comments
Based on results of recent methane monitoring data for both the West and East Sites, methane
gas concentrations at the property boundary gas monitoring probes are below regulatory limits
for the Second Quarter of 2016. Additionally, no hydrogen sulfrde gas was detected in any of
the monitored probes during this quarter.

Around the active landfill cell at the Self-McNeilly Site six of the seven gas monitoring probes at
this site exhibited no methane during the Second Quarter of 2016. Gas Probe MP-106 had
methane measured at 0.32Yo of methane gas in air during this quarter. Therefore, methane gas
concentrations detected at the seven Self-McNeilly Site gas monitoring probes are below
regulatory limits for the Second Quarter of 2016.
