Millsboro, Delaware 19966 Reference: Addendum Letter Reports of Phase I Environmental Site Assessment Former Townsend Plant/Acme McCrary Warehouse/Former Townsend Office Property Siler City, North Carolina Dear Ms. Sise: Duncklee & Dunham submits this addendum letter to the above-referenced reports for the three parcels under consideration for purchase by Mountaire Farms of Delaware, Inc. (Mountaire). During our Phase I Environmental Site Assessments (Phase Is), we identified the potential for groundwater contamination at the Former Townsend Plant (plant site) and the former Acme McCrary Warehouse (warehouse site). Since completion of our Phase I reports, we have documented the presence of groundwater that exhibits petroleum constituents and chlorinated compounds at these sites and the potential for groundwater contamination at the Former Townsend Office Property (office site). As a result, we have prepared this letter to revise the conclusions of our Phase I reports. Groundwater samples collected from two Type II wells at the plant site (MW-1 and TMW-9) exhibited the petroleum constituent methyl tert-butyl ether (MTBE) at concentrations that exceeded the North Carolina groundwater quality standards promulgated in Title 15A, Subchapter 2L, Section .0202 of the North Carolina Administrative Code (the “2L standard”). A groundwater sample from a Type III well at the plant site (DDMW-3) exhibited 1,2-dichloroethane (1,2-DCA) at a concentration that exceeded the 2L standard. In addition, groundwater samples from Type II and III wells on the plant site (DDMW-3, TMW-7, TMW-8, TMW-9, and DDMW-4) exhibited other petroleum constituents and chlorinated compounds at concentrations that did not exceed the 2L standards. Duncklee & Dunham collected two soil samples beneath the former locations of fuel dispensers and underground fuel lines at the plant site, and both soil samples exhibited petroleum constituents at concentrations that exceeded the soil-to-groundwater Maximum Soil Contaminant Concentrations. Duncklee & Dunham collected groundwater samples from permanent and temporary wells constructed at the warehouse site. The groundwater samples from six permanent wells that had been constructed near underground storage tanks exhibited petroleum constituents, but the concentrations did not exceed the 2L standards. A groundwater sample collected from temporary well TMW-3 at the warehouse site exhibited 1,1-dichloroethene (1,1-DCE), MTBE, and di-isopropyl ether; the MTBE concentration exceeded the 2L standard. Samples from temporary monitoring well TMW-4, in the presumed upgradient direction of TMW-3, did not exhibit MTBE. DD A possible source of MTBE in the sample from TMW-3, in addition to the gasoline UST formerly on the warehouse site, may be a gasoline station formerly adjacent to the warehouse site at the property now occupied by Lynn’s Fabrics. Based on topography, groundwater beneath that site may flow to the west, towards TMW-3. Duncklee & Dunham did not prepare a potentiometric map to determine the direction of groundwater flow in this area. Based on topography, groundwater beneath the plant site flows to the southeast, towards the office property. Thus, contaminants beneath the plant site may flow towards the office property and could adversely affect groundwater beneath that site. Based on these groundwater data, Duncklee & Dunham considers the plant site to represent a recognized environmental condition to the office site. We did not identify potential contaminant sources on the subject site (e.g., contaminated soil) for the analytes detected in the groundwater samples. The general area around these three parcels has been long developed for a variety of commercial and industrial uses. Contaminants from these potential but unidentified off-site sources may be a source(s) to contaminants detected in groundwater at the plant and warehouse sites. Based on the results of our assessments, Duncklee & Dunham considers these past and present commercial and industrial properties in this area to represent a recognized environmental condition to the three parcels under consideration for purchase by Mountaire.
