The working face was smaller and appeared that it would be able to be covered with an approved alternative daily cover at the time of inspection. 5. No unacceptable waste was observed on the working face at the time of inspection. 6. Efforts to manage the windblown litter issues in Phases 1-4 were in progress at the time of inspection. Facility staff stated that inmate labor was being used to help remove the windblown material. All windblown litter must be collected and disposed of by August 15, 2016 to satisfy the requirements of the Notice of Violation dated August 3, 2016. 7. Additional soil needs to be applied to the top and side slopes of Phases 1-4 to ensure that adequate intermediate cover is in place before seeding. 8. All areas of the landfill where additional waste will not be placed on them for 12 months or more, but where final termination of disposal has not occurred, must be covered with a minimum of one foot of intermediate cover. 9. Vegetative cover is sparse in some areas of the side slopes of Phases 1-4. 10. The side slopes and top of Phases 1-4 need to be reseeded when conditions become favorable for establishing a ground cover.
