PURPOSE OF SITE VISIT:
Partial inspection
STATUS OF PAST NOTED VIOLATIONS:
1. 15A NCAC 13B .1626(7)(b): Not resolved, Corrective Measures in Progress. Side slopes around Phase 4 have
been seeded and vegetation is becoming established.
2. 15A NCAC 13B .0203(d): Not resolved. Corrective Measures in Progress. Side slopes around Phase 4 have
been seeded and vegetation is becoming established.
3. 15A NCAC 13B.1626(11)(c): Not resolved. Corrective Measures in Progress. Windblown litter in Phase 5
has been addressed however, windblown litter issues in Phases 1-4 are still being addressed.
4. 15A NCAC 13B .1626(2)(a): Resolved. The working face was small enough to cover with the approved
alternative daily cover.
OBSERVED VIOLATIONS:

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on August 4, 2016
2. The facility is currently filling in Phase 5 of the landfill.
3. Minimal windblown litter was observed in Phase 5 at the time of inspection.
4. The working face was smaller and appeared that it would be able to be covered with an approved alternative
daily cover at the time of inspection.
5. No unacceptable waste was observed on the working face at the time of inspection.
6. Efforts to manage the windblown litter issues in Phases 1-4 were in progress at the time of inspection. Facility
staff stated that inmate labor was being used to help remove the windblown material. All windblown litter
must be collected and disposed of by August 15, 2016 to satisfy the requirements of the Notice of
Violation dated August 3, 2016.
7. Additional soil needs to be applied to the top and side slopes of Phases 1-4 to ensure that adequate intermediate
cover is in place before seeding.
8. All areas of the landfill where additional waste will not be placed on them for 12 months or more, but where
final termination of disposal has not occurred, must be covered with a minimum of one foot of intermediate
cover.
9. Vegetative cover is sparse in some areas of the side slopes of Phases 1-4.
10. The side slopes and top of Phases 1-4 need to be reseeded when conditions become favorable for establishing a
ground cover.

with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
