VAN DER VAART Secretary MICHAEL SCOTT Director Solid Waste Section August 08, 2016 Mr. Bobby Howard, Solid Waste Director Cumberland County 698 Ann Street Fayetteville, NC 28301-8106 Re: Approval of Phase III Operating Capacity Modification Cumberland County (Ann Street) Subtitle D Municipal Solid Waste Landfill (MSWLF) Unit, Cumberland County, North Carolina Permit No. 2601-MSWLF-1997, Document ID No. (DIN) 26574 Dear Mr. Howard: On August 03, 2016 the Division Waste Management (DWM), Solid Waste Section (SWS) received an electronic copy of a written request (DIN 26572), prepared by CDM Smith, Inc. on behalf of Cumberland County (the County), to modify the interim closure grades of the above-referenced lined MSWLF Unit - Phase III in order to increase the operating air space of the Phase III, which is a vertical expansion over the existing MSWLF - Phases I and II. After reviewing the permit modification application, the SWS approves the County’s request to increase:  Interim closure grades of the lined MSWLF Unit - Phase III up to 215 feet above of mean seal level as shown on the Figures 1-1 & 1-2 (DIN 26572).  The eastern side of slope of the lined MSWLF at a slope of 3.5 (horizontal) to 1 (vertical).  The operating capacity of the existing Phases I, II, and III from 4,157,653 cubic yards (CY) to 4,304,653 CY which results in the increase of the approved total gross capacity of the lined MSWLF from 6,682,400 CY to 6,739,400 CY (about 0.9% increment of the approved gross capacity).
