The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1 – This partial Compliance Inspection was conducted to learn and observe practices at this CDLF and the Closed
MSWLF permit number 6401. A Comprehensive Compliance Inspection to be done in 2016.
2 – The active permit approves the operation of phase 3 and the continued operation of Phases 1A, 1B and 2 of the
landfill.
3 – This CDLF is permitted only to receive waste generated within Nash Co.
4 – The C&D site has a small working face and the cover meets requirements. Conditions at the time of inspection was
very wet. Some low spots on the top were holding water thus causing small amount of leachate at the toe of the working
face. Need to fill low areas to prevent this.
5 – Monitoring wells (MW) are accessible and maintained well. Found MW-5 without lock. Lock was on ground
broken. Need to replace to prevent contamination.
6 – Haul roads were maintained well.
7 – White Goods area maintained well.
8 – Site has adequate signage.
9 – Yard waste area had minimal waste.
10 – Edge of waste markers in place.
11 – The closed MSWLF appears to be maintained well.
12 – Overall site appears to be maintained well and in Compliance with Permit conditions. Digital pictures taken.
