The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:

1 – This facility Inspection was at the request of David Bone (Martin Co. Manager) due to the resignation of Landfill
Supervisor (Maurice Robinson) to update Mr. Bone with any issued. Mr. Bone will be monitoring CDLF in the interim
until a new facility manager can be hired.
2 – Need to Mow Closed MSWLF and check to see if all edge of waste markers up and present and correct also for
inspection of the toe for potential leachate issues. Will check during next Comprehensive Facility Inspection.
3 – Mr. Bone was made aware of high limits on last Ground Water analysis. Contact DWR for information.
4 – No violations noted during this Inspection.
5 – Overall site looks good.
6 – Facility has 2 certified Operators: Johnny Rascoe, expires 12/06/18, Ronald Brownfield, expires 10/19/19.
7 – Working face is small in area. Cover appears to be in compliance. Site has dried out a lot since the last Inspection on
March 07, 2016 when more cover was needed.
8 – Scrap tire trailer being exchanged today during this Inspection.
