Current status of the Land Clearing and Inert Debris Landfill Notification is OPEN
PURPOSE OF SITE VISIT:
Comprehensive Inspection (to ensure that the notified land clearing and inert debris (LCID) landfill is in compliance
with 15A North Carolina Administrative Code (NCAC) 13B .0563, .0564, and .0566)
STATUS OF PAST NOTED VIOLATIONS:
None
OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
On July 26, 2016, John Patrone met with Joel Richardson, Jr. to conduct a comprehensive inspection of the Pearman
Quarry Road LCID Landfill on Pearman Quarry Road in Stokesdale, Guilford County.
1. The Pearman Quarry Road LCID Landfill is a notified land clearing and inert debris (LCID) landfill.
2. The LCID landfill is estimated to be ~ 1 acre.
3. The LCID landfill is open to the general public.
4. Mr. Richardson stated that land clearing debris (LCD) on site has been received within the last month.
5. The landfill operates on a downgradient slope.
6. The facility continues to work across the landfill (near the toe of slope) and from top to bottom.
7. During inclement weather material is commonly deposited at the top of the landfill [to be moved to the bottom].
8. Per 15A NCAC 13B .0566(3), “Solid waste shall be restricted to the smallest area feasible and compacted as
densely as practical into cells.”
9. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one
acre in size, whichever occurs first.”
10. Side slopes should be graded such that a 3:1 slope ratio is obtained or a ratio of which no indication of erosion or
runoff is observed.
11. Mr. Richardson stated that the left side of the landfill contains only soil.
12. A ready supply of soil is available on site for cover material.
13. There was no indication of erosion or runoff.
14. Logs are removed from LCD and stored for firewood.
15. Wood mulch is stored on the property.
16. Open burning of solid waste is prohibited.
17. The facility has an all-weather access road.
18. The facility is secured by a locked gate.
19. The facility has a proper sign.
