The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
The facility is a closed construction and demolition (C&D) landfill. The C&D landfill, consisting of Cells 1
through 8, stopped receiving waste in December 2006, and closure certification was completed in January 2012.
1. The C&DLF is secured by a gate and fence around the perimeter to prevent trespassing.
2. Edge-of-Waste markers have been installed around all cells and are being maintained.
3. Semiannual groundwater and surface water monitoring records were not reviewed during the inspection.
4. Water monitoring wells were observed and were in good repair. The wells were locked and labeled and are
accessible.
5. Access roads were in good condition, allowing for sufficient access to closed cells and monitoring wells on the
site. Vegetation on the access roads has been mowed and is scheduled to continue to be mowed twice a year.
6. The landfill caps are covered with native grasses. The cover was in good condition for all units at the time of the
inspection; no bald spots were observed.
7. Completed repairs to the area of erosion and soil discoloration in the northwestern section of Cell 7 near the
perimeter stormwater ditch where it appeared a leachate release may have occurred.

8. Additional maintenance on side slopes and drainage ditches was completed around landfill while the contractor
was onsite to repair the northwestern section of Cell 7.

9. A weather station with soil probes and 4 tree test plot areas are located on the South Lateral Expansion of
Cell 7. Weather station data is being downloaded on a monthly basis by Mr. Einsmann. Data from the weather
station, soil probes, and quarterly inspections of the test plot areas by a Registered Forester, are submitted to the Solid
Waste Section on an annual basis.
