Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. OBSERVED VIOLATIONS: 1.All photos were taken by Lee Hill on April 13.2016. 2.The facility is owned,managed and operated by Jackson County. 3.The service area for the facility is Jackson County. Operations inspection of Transfer Station (50-03T) 4.The transfer station floor was observed and appeared to be in good condition. 5.The tipping floor drains were clean and appeared to be functioning properly. 6.Construction and Demolition waste was segregated from MSW waste on the tipping floor at the time of the inspection.Construction and Demolition waste is loaded into trailers after a "fluff"layer of MSW is loaded to prevent damage to the floor and sides of the trailer. 7.Windblown waste was well managed and facility staff was actively cleaning windblown material at the time of inspection. 8.No unacceptable waste was observed on the tipping floor at the time of inspection. 9.Loaded trailers are parked on a covered concrete pad with a drainage system to collect any leachate that could occur from parked trailers. Operations Inspection of Electronic Waste Collection Area 10.Electronic waste is collected at convenience sites and brought to transfer station where the material is consolidated into Gaylord boxes and loaded onto van trailers for shipment. 11.Electronic waste is sent to Powerhouse Recycling in Salisbury,NC. Beneficial Fill Area 12.The beneficial fill area is located to the east of the scale house. 13.Unapproved material (painted wood and exposed rebar)noted in the February 4,2016 inspection report had been removed. Yard Trash/Compost 14.The facility is permitted to receive yard trash and is permitted as a small Type 1 compost facility. 15.The facility was not currently composting at the time of the inspection. Operations Inspection of Recycling Transfer Building. 16.The facility utilizes the former MSW transfer building for the collection of cardboard and other recyclable materials. 17.Cardboard is collected in the old transfer building and is loaded into open top trailers. 18.Bottles are collected outside in a separate open top trailer located on the south side of the recycling transfer building.
