Box 219 Morganton, NC 28680 Re: Corrective Action Evaluation Report (CAER) Johns River C&D Over MSW Landfill Burke County Solid Waste Permit Number 12-03 DIN 25977 Dear Mr. Hollifield: The Solid Waste Section has completed a review of the Corrective Action Evaluation Report dated April 2016 (DIN 25976) and submitted on behalf of Burke County by Joyce Engineering for the Johns River C&D Over MSW Landfill, Solid Waste Permit Number 1203. The Solid Waste Section approved the County’s selected remedy for this landfill that includes the implementation of Monitored Natural Attenuation (MNA), Phytoremediation, and Control of Landfill Gasses. The Corrective Action Evaluation Report was submitted pursuant to the County’s Corrective Action Plan dated November 2008 and approved on January 29, 2009 (DINS 6585 and 6681), and the County’s Addendum to Corrective Action Plan dated August 23, 2013 and approved on September 5, 2013 (DINs 19616 and 19655). Since the previous Corrective Action Evaluation Report that was submitted in 2011, it appears that conditions have remained relatively stable at the landfill. The pesticide beta-BHC appears to be a new constituent of concern, and the benzene plume does appear to be increasing in the area near groundwater monitoring well MW-10. However, vinyl chloride and chloroethane are both elevated downgradient which is indicative that reductive dehalogenation is occurring within the facility boundary. Within the Corrective Action Evaluation Report, the County is requesting to add beta-BHC to the constituent of concern list. The new list would include the following: benzene, 1,4-DCB, methylene chloride, PCE, TCE, 1,1-DCA, 1,2-DCA, vinyl chloride, alpha-BHC, and beta-BHC. As a result, the Corrective Action Evaluation Report dated April 2016 is approved as described. The next Corrective Action Evaluation Report will be submitted in 2021 after the second semiannual sampling event of 2020.
