Harris Boulevard, Charlotte, NC 28269 ● Phone 704.598.2234 ● Fax 704.598.2236 January 13, 2012 VIA EMAIL ONLY Mr. Tony Duque NC Brownfields Program 1646 Mail Service Center, Room 3409-K Raleigh NC 27699-1646 RE: Borrow Site Soil Sampling Results Approximately 11 Acre Transit-Oriented, Multi-Family Residential Project Located at 2405 Dunavant Street (Approximately) in Charlotte, North Carolina (the “Property”) Tony: As outlined in the January 3, 2012 Soil Sampling Plan, PSI has collected an additional six (6) soil samples from the proposed borrow site at the Charlotte-Douglas Airport. The purpose of this sampling event is to determine if the soils from the borrow site are suitable for use as certified clean fill for the above-referenced Brownfield site. PSI collected six (6) soil samples on January 6, 2012. The samples were collected from three (3) test pits (TP-3, TP-4 and TP-5). All six (6) soil samples were placed in laboratory provided containers placed in a shipping container with ice and shipped to a North Carolina certified laboratory under chain-of-custody protocol. Each of the soil samples were analyzed for volatile organic compounds (VOCs) by EPA Method 8260B, semivolatile organic compounds (SVOCs) by EPA Method 8270D, organochlorine pesticides by EPA Method 8081B, polychlorinated biphenyls (PCBs) by EPA Method 8082A, and RCRA 8 Metals by EPA Method 6010C/7471B. The laboratory analytical report is provided as an attachment to this letter. The following is a summary of the analytical results for the additional soil samples collected from the borrow site, followed by a brief summary of the preliminary soil sample analytical results: Test Pit - 3 Three (3) soil samples (TP-3-SS-1, TP-3-SS-2 and TP-3-SS-3) were collected from Test Pit- 3. Each of the soil samples were collected as composite samples. TP-3-SS-1 was collected from 1 to 1.5-feet below ground surface (bgs), TP-3-SS-2 was collected from 3 to 3.5-feet bgs, and TP-13-SS-3 was collected from 7 to 7.5 feet bgs. The analytical results for the three JLB Partners, LLC Borrow Site Soil Sampling Results, Charlotte NC PSI Project No: 0457116 January 13, 2012 Page 2 of 4 soil samples from Test Pit-3 reported diethyl ether and methylene chloride above method detection limits but below the Inactive Hazardous Sites Branch (IHSB) Preliminary Health- Based Residential Soil Remediation Goals (SRGs). The laboratory results also indicated that no SVOCs, organochloride pesticides, or PCBs were detected above method detection limits for the three soil samples. Of the RCRA 8 metals, only barium, chromium, and lead were detected above method detection limits in the three soil samples. Mercury was detected in soil samples TP-3-SS-1 and TP-3-SS-2; and silver and cadmium were detected in soil samples TP-3-SS-1 and TP-3-SS-2, respectively. The reported concentration of each of the detected metals is below the IHSB Preliminary Health-Based Residential SRGs. Test Pit - 4 The two (2) soil samples (TP-4-SS-1 and TP-4-SS-2) were collected from Test Pit-4. Each of the soil samples were collected as composite samples. TP-4-SS-1 was collected from 1 to 1.5-feet bgs and TP-4-SS-2 was collected from 3 to 3.5-feet bgs. The analytical results from the two soil samples from Test Pit-4 reported diethyl ether and methylene chloride at concentrations above the method detection limits but below the IHSB Preliminary Health- Based Residential SRGs. The laboratory results also indicated that no SVOCs, organochlorine pesticides, or PCBs were detected above method detection limits for both of the soil samples. The analytical results for the RCRA metals barium, chromium, lead and mercury were reported at concentrations above the method detection limits but below the IHSB Preliminary Health-Based Residential SRGs. Test Pit - 5 One (1) soil sample (TP-5-SS-1) was collected from Test Pit-5. The soil sample was collected as a composite sample from 1 to 1.5-feet bgs. The analytical results for the soil sample collected from Test Pit-5 reported diethyl ether and methylene chloride at concentrations above method detection limits but below the IHSB Preliminary Health-Based Residential SRGs. The laboratory results also indicated that no SVOCs, organochloride pesticides, or PCBs were detected above the method detection limits. The RCRA metals barium, chromium, lead and mercury were detected above the method detection limits in the soil sample; however, the concentration of each of the detected metals is below the IHSB Preliminary Health-Based Residential SRGs. Preliminary Soil Sampling Results On December 15, 2011, PSI collected five (5) preliminary soil samples at the proposed fill site. Three (3) of the soil samples were collected in the area of deep cut (Area-1). Two (2) additional soil samples were collected in the southwest corner of the proposed fill site in the area of shallower cut (Area-2). The samples were collected from two test pits excavated by a backhoe. Three (3) soil samples (TP-1-SS-1, TP-1-SS-2, and TP-1-SS-3) were collected from Area-1. The first sample (TP-1-SS-1) was collected between 1 and 3-feet below ground surface (bgs), the second sample (TP-1-SS-2) was collected between 4 and 6- feet bgs, and the third JLB Partners, LLC Borrow Site Soil Sampling Results, Charlotte NC PSI Project No: 0457116 January 13, 2012 Page 3 of 4 soil sample (TP-1-SS-3) was collected between 8 and 10-feet bgs. Two (2) soil samples (TP- 2-SS-1 and TP-2-SS-2) were collected from Area-2. The first sample (TP-2-SS-1) was collected between 1 and 1.5-feet bgs and the second sample (TP-2-SS-2) was collected between 3 and 3.5-feet bgs. Similarly, naphthalene was detected in soil sample TP-1- SS-1 at a concentration above method detection limits but below the IHSB Preliminary Residential Health-Based SRGs. The laboratory results also indicated that no SVOCs, organochlorine pesticides, or PCBs were detected above method detection limits for all three soil samples. The analytical results for the RCRA metals, barium, chromium, lead, and mercury were detected above method detection limits but below the IHSB Preliminary Health- Based Residential SRGs. Area-2: Area of Shallower Cut The analytical results for the two soil samples collected from Area-2 reported methylene chloride above method detection limits but below the IHSB Preliminary Health-Based Residential SRGs. Similarly, acetone was detected in soil sample TP-2-SS-1 above method detection limit but below the IHSB Preliminary Residential Health-Based SRG. The laboratory results also indicated that no SVOCs, organochloride pesticides, or PCBs were detected above method detection limits for both of the soil samples. For the RCRA metals, barium, chromium, lead, and mercury were detected at concentrations above method detection limits in the two soil samples but below the IHSB Preliminary Health-Based Residential SRGs.
