Harris Boulevard, Charlotte, NC 28269 ● Phone 704.598.2234 ● Fax 704.598.2236 May 17, 2012 VIA EMAIL ONLY Mr. Tony Duque NC Brownfields Program 1646 Mail Service Center, Room 3409-K Raleigh NC 27699-1646 RE: Preliminary Geotechnical Subsurface Drilling and Sampling Work Plan Proposed Multi-Family Residential Projects Camden Southline One and Camden Southline Two Tracts 5 and 14, associated with the Brownfields Project Number # 10036-06-60, Charlotte, North Carolina PSI Geotechnical Project Numbers: 0511434 and 0511435 Tony: PSI has been retained by a client (Camden Development, Inc.) who is starting a 60-day due diligence period associated with the potential purchase of Tracts 2, 5, 10, and 14 of the property associated with the Brownfields Project Number # 10036-06-60. The client has divided the tracts into two sites Camden Southline One (Tracts 2 and 10) and Camden Southline Two (Tracts 5 and 14). A Brownfields survey plat showing the approximate boundaries of the two sites is attached. Our client is proposing to redevelop these sites for multi-family residence with a portion of the sites developed as a multi-story parking deck. Drilling and soil sampling operations will be directed by a PSI field supervisor, and all field personnel will be OSHA trained in accordance with 29 CFR 1910.120. Equipment decontamination, sample collection, field documentation, will be in general accordance with methods prescribed by the EPA and North Carolina Department of Environment and Natural Resources Brownfield Program Guidelines. Soil test borings will be advanced utilizing an all- terrain vehicle mounted drill rig and continuous-flight hollow stem augers. Soil samples will be collected for lithologic logging and geotechnical laboratory analysis. Investigation derived waste from the drilling activities will be drummed and left on site for future disposal by the client. The drilling rig and tooling will be decontaminated using a hot water/steam pressure washer prior to starting drilling activities at each of the sites and prior to the final demobilization. The specific scope of the preliminary geotechnical assessments are described below: Camden Southline One To evaluate subsurface conditions at the Camden Southline One site, a total of fourteen soil test borings will be performed, including six within the proposed parking deck building footprint and eight within the proposed apartment building areas. The parking deck area borings will be advanced to a depth of approximately 40 feet below the existing ground surface, four of the higher elevation apartment area borings to a depth of approximately 25 feet, and four of the lower elevation apartment area borings to a depth of approximately 20 feet. If auger refusal is encountered above the prescribed depths the borings will be terminated upon refusal. Each soil test boring will be abandoned using bentonite-grout slurry. During drilling, Standard Penetration Tests (SPT) will be performed in general accordance with ASTM D1586; and soil sampling will be performed at 2.5-foot intervals in the upper 10 feet and 5-foot intervals thereafter to the termination depths to evaluate the strength and relative density of the soils encountered. Split-spoon samples will be collected at each interval during the Standard Penetration Testing.
