Dear Mr. Plessinger:

A revised financial assurance cost estimate for the Brownfield Road C&DLF was submitted to
the Division of Waste Management, Solid Waste Section, on your behalf by Smith Gardner. The
estimate is attached and is from the draft of the construction quality assurance report for the
partial closure of Phase 1 being finalized by Smith Gardner. Smith Gardner recently reviewed
landfill area and capacity calculations and this estimate is in agreement with the phase and
capacity information submitted (DIN 26522).

The revised estimate reflects both a reduction in closure due the partial closure of Phase 1, an
increase in the closure and post-closure cost due to the construction of Phase 2- Stage 2, and
adjustments to unit costs reflecting recent construction experience.

This letter approves the financial assurance as shown below.
