The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS

1. Photos included in this report were taken by Susan Heim, Solid Waste Section, on July 6, 2016.
2. The facility is an annual Yard Waste Notification site, owned by David Shelton and operated by Paul
Shropshire. Brian Shelton, son of the property owner David Shelton, was present at the inspection representing
the property owner.
3. The site exceeds minimum buffer requirements and the property is bounded by dense woodland.
4. Access to the facility is restricted by means of a gate.
5. The site is clean and well-maintained; no storm water runoff or erosion issues were observed.
6. Approximately 22,500 cubic yards of mulch are produced on the site annually from materials transported to the
site by the Mr. Shropshire and Mr. Shelton. Wood waste is processed at the site using a large tub grinder. The
processed material is then transported offsite by Mr. Shropshire for delivery to his clients. Processed material is
not composted on the site.
7. Several active windrows were observed at the site. Windrows are monitored to ensure no build up of heat, and
turned as needed to prevent composting from occurring.
8. Ensure that an adequate fire lane is maintained between the windrows.
