ADDITIONAL COMMENTS:
1. All photos were taken by Lee Hill on July 13, 2016
2. The facility is owned and operated by Macon County.
3. The service area of the facility is Macon County.
4. The facility is open to the public Monday through Friday, 7:30 am to 4:30 pm and Saturday, 8:00 am to 2:00
pm.
5. Facility signage was observed at the entrance of the facility. It appeared that emergency contact information
was omitted from the sign. Please add the emergency contact information to the facility signage.

RECORDS REVIEW
6. The current operations plan and permit were available upon request.
7. Scrap tire forms from 3/1/2016 to 6/30/2016 were reviewed and the forms appeared to be filled out correctly.
Please note that all scrap tire forms must have original signature. Photocopied signatures are not
allowed.
8. Waste screening, special waste handling procedures, infection control policy and fire occurrence policy training
is held on a yearly basis and the records were available for review.
9. Waste screening forms from 1/4/2016 to 7/5/2016 were reviewed. The facility performs approximately two
waste screenings per day and the forms showed final disposition of unapproved materials.
10. Semi-annual groundwater monitoring was conducted in October 2015 and April 2016. The October 2015 report
was available for review and had exceedances above the 2L standards.
11. Leachate analysis was conducted concurrent with semi-annual groundwater monitoring.
12. Methane monitoring is being conducted on a quarterly basis and records were available for review. Facility
staff conducts the testing. No exceedances were noted at the facility boundary.
13. Methane monitoring was conducted on the following dates: 12/16/2015, 3/30/2016 and 6/30/16. The last
factory calibration of equipment occurred in March 2016.
14. The leachate pond is connected directly to the Town of Franklin Waste Water Treatment Plant. Leachate
records were available for review upon request.
15. Tonnage records were reviewed. The facility accepts between 100-120 tons per day.
16. Manager of Landfill Operations and Certified Landfill Operation Specialists certifications were reviewed.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

17. Concrete Edge of Waste (EOW) markers are installed around the footprint of the landfill. The vegetation
around the EOW markers is beginning to obscure their view. Please maintain the vegetation around the markers
to ensure that they can be seen. Mr. Stahl stated that waste is placed approximately 14 feet inside the EOW
markers.
18. The working face was small, compact and no unacceptable waste was observed at the time of inspection.
19. Minimal windblown litter was observed around the facility and it appears to be well managed.
20. Facility staff repaired two leachate seeps on the north side of the landfill in May. A small amount of erosion
had occurred on these areas. Please continue to monitor these areas, repair any erosion that occurs, and
establish a groundcover when conditions become favorable.
21. A small amount was erosion was observed outside of the anchor trench leaving a small portion of the liner
exposed. Please cover the exposed anchor trench and establish a vegetative cover.
22. The roads throughout the facility are constructed of gravel and were in good condition at the time of inspection.
23. The facility is approved to use a 50/50 mulch and soil mixture for alternative daily cover.
24. The leachate lagoon is located to the southwest of the landfill on the Town of Franklin Wastewater Treatment
Plant property. No visual deficiencies in the concrete liner were observed at the time of inspection.

OPERATIONS INSPECTION OF RECOVERY CENTER
25. The Recovery Center is located to the east of the landfill.
26. All non-commercial loads of waste are directed to the Recovery Center. The facility loads MSW waste into a
trailer and transports the material to the working face.
27. No unacceptable waste was observed on the tipping floor at the time of inspection.
28. The tipping floor was clean and the floor drains were free of debris and appeared to be working properly. The
floor drains in the Recovery Center are connected directly to the Town of Franklin sanitary sewer.
29. The Recovery Center also accepts scrap metal, cardboard, electronics, fluorescent tubes, thermostats, carpet
padding and shingles for recycling. Please update the Operations Plan to include shingle recycling.
30. Scrap tires are collected in van trailers outside of the Recovery Center.

OPERATIONS INSPECTION OF WHITE GOODS AREA
31. The white goods area is located to the northeast of the scale house.
32. Facility staff conducts the refrigerant recovery, marks an X on empty units and then places them into the scrap
metal pile.
33. All scrap metal and white goods are sent to Desoto Trail in Franklin for recycling.

OPERATIONS INSPECTION OF YARD WASTE TREATMENT AND PROCESSING AREA
34. The yard waste area is located to the north of the scale house.
35. The facility accepts untreated, unpainted pallets and wood, leaves and land clearing debris.
36. The material is ground two to four times per year by Desoto Trail and is mixed with soil for an approved
alternative daily cover for the landfill. No material is distributed to the public.
37. The facility has a dumpster located at the yard waste area for disposal of unacceptable material.
38. Painted wood was observed in a recently dumped load of material. All unacceptable material must be
removed at the end of each working day.

OTHER COMMENTS

39. The facility operates a recycling processing center where cardboard, mixed paper and plastics are baled.
40. Plastics are sent to American Recycling and Pratt Industries for recycling.

41. The facility collects used oil, oil filters, antifreeze and lead acid batteries. Used oil, filters, and antifreeze are
collected by Enterprise Oil in Knoxville, TN for recycling.
42. The facility is currently constructing Phase 3 of the landfill. Facility staff stated that they would like to
stockpile soil with potential agronomic value from the construction onto Phase 1 (which currently has
intermediate cover) of the current area of the landfill. The facility would like to incorporate this material into
the final cover of Phase 1 and 2 of the landfill. Please Contact Allen Gaither, Environmental Engineer for
approval of this activity.
43. The monitoring well network will be inspected on a subsequent site visit.
