Septage debris is being screened and stored in a small dumpster beside the two permitted tanks. Noted septage waste on the right side of the dumpster, a small amount on the ground surface below and also a small amount above on the side of the storage tank. The current waste on the side of the dumpster and the side of the storage tank will eventually fall to the ground. Per Rule .0841(j) Septage shall be transferred to and from a detention system in a safe and sanitary manner that prevents leaks or spills of septage. Permit Condition 2. Leaks or spills are the responsibility of the Permittee and shall be immediately cleaned up and treated to prevent any contamination of the surrounding area. Any solids from leaks or spills shall be disposed of in a manner consistent with the NC Solid Waste Management Rules. Completely cleanup & dispose of properly all septage waste/debris from the side of the dumpster, ground surface and side of the storage tank. Review procedures and implement changes to prevent these spills from occurring in the future. The access road is adequate. 2. The two storage tanks appear structurally sound. 3. No apparent vectors or odors noted. 4. The required 5’ cleared radius (free of vegetation & debris) is present at this time. 5. It appears that the approved setbacks are being met. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
