administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS

1. Photos included in this report were taken by Susan Heim, Solid Waste Section, on July 7, 2016.
2. The facility is an annual Yard Waste Notification site, owned and operated by the City of Reidsville for the
purpose of composting yard trash, leaves and grass clippings.
3. The site exceeds minimum buffer requirements and the property is bounded by dense woodland.
4. Access to the facility is restricted through the use of a locked gate. The facility is staffed to permit residents
access only during September and October, when the compost material is made available to the public.
5. The site is clean and well-maintained; no storm water runoff or erosion issues were observed.
6. Approximately 3,000 cubic yards of compost are produced on the site annually from materials collected and
transported to the site by the City of Reidsville.
7. The City of Reidsville collects bagged yard waste curbside year round, and uses a vacuum truck to collect
leaves during the months of November and December. As leaves are brought to the site, they are mixed with
yard waste and formed into new windrows.
8. Compost material is used at city facilities and is also made available to city residents free of charge on a first
come-first served basis.
9. Several small active windrows were observed at the site.
10. Mr. French stated that windrows are turned every four to six weeks using a windrow turner. He explained that
the resulting compost material is distributed to city facilities and to the public in September and October, prior
to the start of leaf collection on November 1st.
11. Temperature logs are maintained for the windrows, and records are kept at the Solid Waste Division offices,
located at 1100 Vance Street. Logs for the period January 2015 through July 2016 were reviewed.
12. Ensure that each of the windrows achieves a temperature of 131°F for three days prior to the distribution of the
compost material in order to reduce pathogens, as required by 15A NCAC 13B .1406(10).
